College degree in Maritime Deck Transportation required.
Unlimited/Unrestricted Master (STCW II/2) license required.
Command experience as a vessel’s Master on unlimited tonnage vessels
Management of Major Emergencies certificate required.
3+ years of experience as an OIM on an offshore drilling vessel
Excellent leadership, communication and management skills

ESSENTIAL FUNCTIONSOperationsDirectly responsible for the overall safety of the vessel. Fulfill the roles and responsibilities of the PIC.
Liaise with the Drilling Section Leader in reviewing and discussing the client’s projected well program before operations commence and throughout the well as necessary to stay abreast of pertinent operational activities and time factors. Ensure that the optimum quantity of fuel, lubricants, potable water, etc., will be on board at all times.
Provide all necessary support services to the Drilling Section Leader for the safe and efficient execution of well related operations in support of the vessel’s operator.
Issue appropriate orders and instructions in a clear and simple manner.
Develop and follow the approved Voyage Plan, and navigate the vessel in a prudent and cost efficient manner.
Support and execute directives from the Rig Manager (Onshore) with respect to vessel positioning and procedures during adverse weather conditions or situations where vessel and personnel safety are involved.
Ensure that the integrity and stability of the vessel is being maintained at all times and take action if necessary to relocate and/or reposition the vessel during periods of adverse weather or hostile environment situations to prevent any harm to personnel or damage to the vessel.
Navigate a safe course and ensure an economically efficient voyage by determining the optimum transit speed between well locations and/or ports.
Maneuver and position the vessel onto the well location defined by the client.
Ensure that the vessel has the required quantity and quality of safety equipment on board at all times.
Ensure that all vessels that come alongside the rig are safe and communicate with the Technical Section Leader regarding loading, storage, and usage of fuel and water to maintain rig draft and trim within stability limits.
Ensure that all navigation and station keeping aids and equipment are maintained to a high operational standard at all times and in accordance with all applicable rules and regulations.
Ensure the organization of, oversee and/or approve the maintenance, inspection, and certification programs that the Technical Section Leader and/or Technical Supervisor schedule for the vessel’s hull and marine related equipment/machinery.
Ensure that all standing orders are clearly relayed to watch standers.
Ensure safe helicopter operations are conducted.
Responsible for the emergency teams in the event of a fire or other emergency; coordinate and participate in drills and exercises, including monitoring and evaluation of emergency team response as defined on the Station bill and by all maritime laws.
Investigate all incidents; reports root causes and recommends corrective actions.
For positions on DP vessels, direct and/or witnesses the pre-testing/pre-checks of the DP systems and thrusters, ensure timely completion of all required FMEA trials, and document and seek appropriate actions as required. Ensure that watch standers/DPOs operate and configure the position keeping methods outlined within the approved WSOG and design philosophy of the vessel.
ComplianceEnsure that the vessel is properly manned per the Flag State issued minimum safe manning certificate.
Implement and uphold all applicable safety, security and environmental protection policies and procedures contained within the SMS and carry out periodic reviews of the SMS per company policy.
Maintain records as required by the SMS. Participate in the internal audit process and coordinate reports per DPA policy.
Ensure that all relevant Flag State and Coastal State rules, regulations, national and international certification and documentation are observed and complied with.
Ensure that prompt reports are made to the appropriate Flag State and Coastal State entities of any critical equipment malfunction related to main propulsion, steering, or marine environmental protection equipment as required by regulation.
Make recommendations for preventive measures arising from reports of audits, non-conformities, incidents, hazardous occurrences and pollution events both actual and potential.
Ensure navigational logs, all records, and all reports are maintained and submitted as required by Maritime Regulations and Marine Procedures.
Manage and schedule vessel surveys and the statutory certification process to ensure compliance to classification society requirements and maritime regulations.
Maintain required Flag State, Coastal State and all applicable Class Survey reports and certificates.
Maintain records required by international conventions and treaties including SOLAS, the ISM Code, and MARPOL and applicable Coastal State statutes and regulations and any additional documents or records required under Noble’s Safety Management System and Environmental policies. Records shall be maintained for the period specified by the Flag State Administration. Additionally the OIM will make these records available to authorized parties upon request.
Maintain replacement Environmental Tags and used Environmental Tags as set forth in Noble Policy in a secure location aboard the vessel and shall inspect each damaged Environmental Tag number to ensure Environmental Tags having identical numbers are never used. An inventory of the unused Environmental Tags shall be a required component of the OIM’s handover notes.
Maintain accurate records and ensure the use of and review of handover notes for the senior officers. The notes shall have a descriptive environmental component and include information related to the status, handling and discharge of any vessel generated wastes or slops and the operations of the Oil Water Separator (“OWS”), Oil Content Meter, Oil Discharge Monitoring Equipment, and Incinerator. The notes shall also discuss the operation condition of the main propulsion and steering machinery.
Leadership and TrainingEnsure vessel supervisors are informed of any operational, maintenance, environmental, health, safety, training, and quality issues and works with team or individual supervisors to develop and implement effective solutions.
Ensure effective communication with Rig Manager (Onshore), Drilling Section Leader and other shore- based personnel.
Ensure that every crew member has received appropriate environmental training pursuant company policy to ensure compliance with all applicable environmental regulations, EMS and other maritime pollution prevention requirements and that the proper records of all training on environmental matters are maintained.
Make sure that all personnel on board receive information relevant to the HSE Management System and are apprised of the safety precautions, procedures and drills established by Noble, regulating authorities and/or the client.
Encourage and motivate personnel to observe safety and environmental policies and all intended and implied requirements of the SMS.
Lead and/or actively participate in pre-tour, post tour, special operations, and weekly safety meetings.
Participate in the Safety Training Observation Program (STOP THE JOB).
Take decisive action when necessary to ensure the safety and discipline of the personnel as well as the overall safety of the vessel.
Support Noble’s personnel development programs and strategies. Personnel at all levels should be continually encouraged to improve their job skills working toward the capability of accepting greater responsibility, be provided with training opportunities in adherence with Noble’s PATH program guidelines, and receive annual performance assessments.
Provide input and recommendations for the hiring, transfers, promotions, and terminations of rig personnel.
Ensure the roles, responsibilities, accountabilities, and performance measures of direct reports are defined, understood, and enforced.
Establish goals and priorities with direct reports.
Establish a system of accountability and monitors the performance of direct reports.

Oversee catering staff ensuring proper hygiene is practiced with respect to the quality, storage and preparation of food, cleanliness of the kitchen and accommodation, hospital upkeep and medical care, suitable drinking water including suitable laundry facilities to maintain clean linen and towels.
Develop and implement job safety analyses and prepares risk assessments as required.

Order needed marine-related supplies, parts and materials, anticipating and requisitioning each needed item ensuring items are on hand when needed.
Participate in preparing the annual operating budget for the vessel.
Become familiar with each new shore base’s local labor and/or union situation, hospital and medical facilities, health requirements or hazards, food and fuel availability, general politics, social customs, local laws and immigration regulations prior to the arrival of the vessel in any new area of operation. Ensure that all personnel assigned to the vessel are advised of pertinent information.
