**Overview**
The Media Buyer negotiates with media vendors to secure the most cost effective delivery of objectives; balancing price with quality factors. The negotiation is reflective of the strategy & brand requirements of approved campaigns in OOH in a team environment.
This role requires a candidate who is analytical, math proficient, and well organized with great attention to detail. The candidate must be well informed of the TV, & Radio, landscape (programming, trends, formats, ownership) trends and research. Apex is a newer division of Publicis Groupe in Canada, the candidate chosen will help build process, be a self-starter, highly accountable person able to work with minimal supervision.
**Responsibilities**
+ Steward OOH media plans from inception through completion for all the agency’s accounts
+ Manage internal agency relationships
+ Writing RFPs to be issued to vendors and ensuring that all appropriate vendors within a market are included in the request
+ Negotiate OOH media buys
+ Provide back-up research data to support the OOH recommendation.
+ Work with Planning Teams/Agencies to ensure plans are on strategy and meet client objectives
+ Work with media vendors regarding tactical aspects of the media buy to achieve campaign objectives and/or fulfill a client request
+ Oversee posting of media to ensure the campaign is executed accurately and in a timely manner
+ In depth knowledge of available vendors and media formats in markets relevant to assigned client(s)
+ Manage contracts/ insertion orders and any resulting revisions with media vendors
+ Crosschecks plans and all supporting documents for accuracy (billing, specs, contracts etc.)
+ Oversee the contracting process with approved media buys and ensure adherence to process
+ Actively develop and maintain strong Media Vendor relationships
+ Assist with financials
+ Train media assistants
+ Prepare/develop reports in PowerPoint & Excel – routine & custom reports
+ Usage of all media related systems (DDS, Prisma, Adstruc, COMMB)

+ Internal Buying team, Strategy Manager/Planner, Finance
+ External Media Sales reps, Media Systems reps
**Qualifications**
+ Minimum of Associate Degree in Media, Bachelor’s degree a plus/preferred
+ Minimum of 2+ years of media buying and/or planning
+ Strong negotiation and presenting skills, excellent communication, organizational and analytical skills
+ Strong knowledge of the Quebec market
+ Solid verbal and written communication skills
+ Technical proficiency, particularly with Excel, Word and PowerPoint
+ Demonstrated critical thinking and problem solving abilities
+ Able to work successfully with teams, handling multiple projects and meeting tight deadlines under pressure
+ Detail-oriented and able to produce accurate work product
+ Tough but fair negotiator

+ Amicable/gets along with people – builds strong relationships with media contacts
