Description: This is position will be associated with the Open Data project at OCTO. This project is aimed at implementing and expanding upon the Mayor’s Order on open data and transparency. As part of that order, OCTO will ensure public trust by establishing a system of transparency, public participation, collaboration, and accountability. This position consists of community engagement and civic innovation consulting support to District agencies. The mandate of this function will be the implementation of strategic community and government engagement projects that lead to open government solutions for District government agencies, which will improve the lives of citizens in the District of Columbia. This position will be assigned to OCTO’s open Data Team.
Duties include, but are not limited to:
• Develop strategy for creative engagement with Federal and District agencies, businesses, nonprofit organizations, residents, and the open data community at-large to determine i) how the Open Data program can add value and ii) how the Open Data program can leverage the contributions of these outside groups.
• Serve as liaison in the citywide effort to rethink city services using open data. Identify and collaborate with technology and business development managers at District agencies, businesses, nonprofit organizations; research and propose crowd-sourced solutions to civic problems through data; identify strengths, weaknesses, opportunities, and risks when developing solutions that meet current requirements.
• Develop strategic communications plan that leverages brand promise and broadens awareness of the programs and priorities of the Open Data program. Manage public facing communications through web, print, and social media. Establish thought leadership by pushing for bolder ideas, high profile partnerships, and a strategic vision to foster an innovation culture through open data in the District of Columbia.
• Monitor trends in national, state, and local open data best practices, providing benchmarking and sharing business development opportunities.
• Efforts may include mayoral or CTO challenges, round table discussions, events, sponsorships, online collaboration and other community coordination.
• Work in close collaboration with Open Data team to promote knowledge transfer and facilitate quality development.
• Perform other related duties as assigned.
