Position reports to a Region/Country Procurement VP or Director
Expected to manage complex challenges of varying degrees of difficulty with cultural and geographic sensitivities
Work with country business units to become well versed on regional dynamics and business drivers.
The main responsibilities and tasks of the Procurement Manager are:
• To be accountable for results from negotiations with suppliers and requests for proposals
• To establish and communicate annual targets for their perimeter procurement group, based on business needs
• To engage the network of Global Category Managers & Category Buyers in their perimeter
• To manage the Procurement Team Leader within their perimeter, to ensure coherence of procurement strategies across families and rationalized supplier panel.
• To be accountable of the compliance with Thales procurement policy and with the “Manage Acquisition” process of Chorus 2.
• To manage the Procurement teams, organize their work and relations with stakeholders and fix their objectives, when they are in their perimeter
• To host and manage "Country eyes only buyers" who reports to the Global Category Procurement of their segments,when they are in their country
• To be responsible for harmonization of necessary tools to align with global structure and other reporting elements of procurement.
In their country and in agreement with the GBUs, Segments, P&T and Supplier Operation :
Establish clear sourcing guidelines and targets for the regional sourcing teams.
Ensure relevant governance is complied with in accordance with all regional delegation of authority and ethical standards.
Comply with export control guidelines and policies.
Maintain an ethical approach to tasks and relationships in accordance with relevant Thales policies.
Deploy common processes and tools to enable regional execution meeting budgetary, timing, and quality needs.
Aid in supplier performance management through an interactive team supporting supplier audits, scouting, and recovery plans.
Launch and monitor Key Performance Indicators driving accountability to financial, timing, and quality based metrics within the regional sourcing teams.
Support resource management needs of the global category teams and GBUs.
Align objectives of the regional teams with that of the businesses and ensure full support of all business needs.
Manage supplier conflicts and claims within the regions.
Serve as an escalation path for contentious issues within the supply base and drive solutions to close claims.
Support high level negotiations in an effort to meet business/Thales objectives or targets.
Support the development, review, and execution of complex contracts related to regional scope.
