Your Specific Responsibilities:
Assists supervisor with personnel functions with lead CHD HR office. . Assists in providing guidance and interpretation of DOH policies and procedures for supervisors and staff. Applies knowledge of business practices and procedures in areas related to recruitment, classification, payroll, attendance and leave, and insurance and benefits, and FMLA.
Recruitment:
Maintains sufficient knowledge, stays current on and as necessary enhance recruitment processes. Refers and provides guidance to supervisors in the steps necessary to advertise and recruit for vacant positions in accordance with the Recruitment and Selection policy DOHP 60-21-16. Ensures supervisors have all the necessary resources and tools necessary for reviewing, screening, interviewing, ranking applications accurately, and preparing the selection package utilizing the Selection Package Checklist in accordance with DOHP 60-21-16 policy.
Assists supervisors in advertising vacancies in newspapers, other sources, and in People First; this includes completing the required fields with position specific information, salary range, advertisement options and required statements in compliance with state and federal laws. Lists the lead CHD HR office as the final requisition approver ensuring lead HR office review for accuracy and approval of requisition for posting.
Reviews hiring package received from supervisor ensuring all necessary forms have been completed and all required documentation for the selection package is completed and included. Upon completion of approving hiring packet, send approval requests to lead CHD HR office.
Coordinate and/or conduct pre-employment screenings prior to applicant starting to work in a sensitive position. Performs onsite Live Scan level 2 fingerprinting and completes the Drug Testing and Consent Notice and the Drug Screening Request Form for all safety sensitive positions this includes interns and volunteer background checks. Makes sure applicant completes and signs as necessary all pre-hire forms and submits to lead CHD HR office. Ensures and/or assists supervisors conducting verifications of the required professional licenses, education, drivers’ license, etc. Verifies Selective Service Registration.
As a local DOH LMS TRAIN Administrator, creates new accounts for new hires and inputs all mandatory training into their account. Schedules all new supervisors to attend the Basic Supervisory Training Program presented by the lead HR office. Monitors annual mandatory DOH training plans for completion and runs reports for administrator. Assists with creating additional DOH-Pasco training plans and reports for new hires and Workforce Development.
Assists with on-boarding new employees including explains benefits and insurance programs.On-boarding includes reviewing and ensuring employees sign all required new hire paperwork, preparing employee identification badges, providing People First training ensuring employee complete required fields. Assists with providing benefits overview including leave accrual, usage, and overtime guidelines, options for insurance, retirement, and deferred compensation. Ensures all required documents for new hires are completed and submitted to the lead CHD HR office for retention through FLHealthDesk.HR.
General:
Assists lead CHD HR office in keeping files updated regarding professional licenses, driver’s licenses, and position descriptions. Assist employees submitting dual employment and outside employment requests to the lead HR office. Forwards employment reference checks and public records requests to the lead HR office. Communicates to employees the verification of employment process and forwards any employment verifications requests received through People First and FLHealthDesk.HR. Notifies employees of deadlines and actions needed by them as instructed by lead CHD HR office. Participates in conference calls, webinars as instructed by supervisor. Makes employee badges and safety information card and updates as necessary. Schedules employees to be fingerprinted for 5-year rescreen as FLHealthDesk.HR tickets are created. Order supplies for HR including supplies for the badge system and livescan fingerprint system.
Ensures all mandatory posters are current and displayed appropriately at each DOH-Pasco site, completes, and maintains an annual audit of each site. Provides periodic guidance to supervisors on recruitment, FMLA, leave & attendance, and FLHealthDesk.HR. Responsible for daily administrative activities for DOH-Pasco and ensuring those activities follow DOHP-180-03 (Customer Focus Policy). Updates agency functional organizational chart.
Shall serve as the Records Management Liaison Officer (RMLO) for DOH-Pasco and process all disposition requests. Receive, log, and process subpoenas and legal record requests.
Serves as the Privacy Officer for DOH-Pasco to initiate, facilitate and promote activities to foster information privacy awareness within the organization. Adheres to security confidentiality policies and procedures of the Pasco County Health Department. Conducts annual training and monitors adherence to HIPAA policies.
Payroll and Attendance and Leave:
Provides guidance and interpretation of leave and attendance policies and procedures, rules, and regulations. Assists employees and supervisors to ensure timesheets are completed and approved on a bi-weekly basis by the payroll deadline. Communicates information to employees about early payroll deadlines. Assists employees and supervisors with input and approval of flexible schedules in People First. Forwards pay schedules and leave audit templates to all staff upon receipt. Advises employees to register via the state Employee Information Center in order to access pay stubs and electronic W-2 forms. Informs employees of internal process regarding leave without pay. Assists supervisors to ensure all on-call/subject-to-call employees have signed an on-call/subject-to-call acknowledgement form and forwards to the lead CHD HR office for processing and inclusion in official personnel file. Forwards Wage Garnishment orders to appropriate legal counsel. Forwards all documents requiring review/approval by legal to appropriate legal counsel, with a copy to the lead CHD payroll representative
FMLA/FSWP:
Provides guidance and assists employees as necessary to open a FMLA/FSWP ticket. Confirm with CHD HR lead office ensuring compliance with FMLA and FSWP Policy. As necessary, assist supervisors with tracking FMLA/FSWP hours.
Insurance and Benefits:
Be familiar with the Bureau of Personnel and Human Resource Management intranet pages that contain information to assist employees with general benefits inquiries. Provides new hires with benefits summary and ongoing information to employees regarding various insurances offered and reference to online resources and People First.
Separations:
Provides the supervisor with the employee exit process and ensures the appropriate forms are completed upon employee separation and sent to the lead CHD HR office. Ensures the exit checklist is completed in FLHealthDesk.HR, and the performance evaluation closeout has been completed. Deactivate separated employee badges.
Serves as the Equal Opportunity (EO) Coordinator:
Assists the Equal Opportunity Section with gathering affidavits and relevant documentation needed to respond to a complaint of discrimination, as well as other equal opportunity related materials of information; Assists the Equal Opportunity Section with compliance reviews and ensure timely submission of compliance reports; Provides documents requested by the Equal Opportunity Section; Coordinates the annual update of the Auxiliary Aids and Limited English Proficiency Plan (LEP); Coordinates the annual update of the affirmative action plan.
