This position is open until filled with the first review of applications commencing January 17, 2025. *The Position:* The Operations and Financial Services Division encompasses all of the agency support functions necessary for the effective, efficient administration of Fish, Wildlife & Parks. This division is comprised of five (5) bureaus: Licensing, Central Services, Design and Construction, Accounting, and Administration Services . Each of these units represent critical capacity for FWP to accomplish its mission and deliver quality services to the public through its various programs. Incumbent is responsible for statewide budget and oversight of the Administration Division activities and ensures that agency goals are being adhered to through Bureau and Program areas of responsibility. The Administration Division has an annual operating budget of roughly $15 million that includes management, interpretation and application of statewide budget allocations and proper spending authority for annual operations and capital budgets amidst a complex and intricate budget system to accomplish agency objectives. The incumbent supervises six direct reports and works closely with the Director's Office, Parks and Recreation Board and Fish & Wildlife Commission.* * This position requires thorough knowledge of budget, accounting and finance principals and policies including a high degree of administrative management skills; considerable knowledge of personnel and program development/management concepts and practices, including identification of professional staffing requirements, recruitment and selection, training, professional development, effective delegation of authority and accountability for performance, workload planning and human motivation; knowledge of team dynamics; theory of strategic thinking; management theory; management reporting requirements and procedures. Requires skills in relationship building; collaborative problem solving and achieving consensus in groups with divergent interests; negotiating for results; facilitating meetings and resolving disputes to effectively communicate complex natural resource issues to the media and general public; to make decisions; to plan, implement and evaluate the achievement of agency goals, objectives and mission; to interpret and apply federal and state statutes, past and present administrative rules, policies governing program operations; to respond effectively to the most sensitive inquiries or complaints; to direct preparation of information and/or persuasive speeches and articles for each intended audience; to make effective presentations on controversial or complex topics to management, public groups, and/or public officials; to see issues in a broad perspective, tolerance for some degree of ambiguity and the ability to share decision-making within a decentralized working environment. *Special Information:* Identity of applicants who become finalists may be released to the public if the Department deems it necessary. Women and minorities are under-represented in this job category and are encouraged to apply. *Minimum Qualifications (Education and Experience):* The knowledge, skills, and abilities of this position are normally attained through combination of education and experience equivalent to a Bachelor's Degree in business or public administration, accounting, finance, or a related field and 10 years progressively responsible related experience with 5 years in a supervisory capacity. Other combinations of education and experience will be considered on a case-by-case basis.
