About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

This Opportunity  

The Operations Coordinator will support and lead across operational tasks and be responsible for coordinating operational, administrative, and logistical support to the project operations team and project staff.
The focus of the role is to assist the Operation Managers in the day-to-day implementation of project operational requirements, whilst ensuring that the implementation is in accordance with contractual obligations, company policies, Standard Operating Procedures and DFAT rules and regulations.
This is a fixed term opportunity required till September 2028 with possibility of extension.

The Operations Coordinator will be responsible for:

Assist with implementing and improving operational policies and procedures including project travel, risk and fraud management, safety and security, forecast and expenditure and teamwork plans.Coordinate procurement activities across the program in line with Australian Commonwealth Procurement Rules and Palladium procedures, including obtaining competitive quotations, preparing procurement records and documents, and maintaining asset registers.

Coordinate and organise PLMSP program events/workshops as well as liaise with a range of stakeholders to coordinate travel, accommodation and other logistics for these events under the guidance of the Operations Managers.Coordinate, monitor and deliver training on operational processes and procedures which are in accordance with relevant Palladium and DFAT requirements and principles.Support the timely and quality completion of required program reports, working closely with the Operations Managers for the implementation and continuous updating of the PLMSP Operations Manual in close consultation with DFAT.Assist in coaching, guidance and mentoring to Pacific and Timor-Leste based Operations Coordinators and Brisbane based Operations Officers, ensuring capacity and building and a culture of learning and development.  Oversight of administrative functions to ensure the efficient management of the office and coordinate facilities management for PLMSP Brisbane office.Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.

We are seeking an individual who has:  

At least five years’ experience in logistics and administration, especially in support function of large scale of organisation.Minimum of three years relevant work experience, including experience with DFAT or other development agency work.Highly developed verbal and written communications skills, with a demonstrated ability to establish and maintain effective working relationships with a range of personnel from different disciplines.Proven track record in office management systems and procedures.High level proficiency in Word, Excel, PowerPoint, and web browsers. Ability to work independently and as a part of a team.Strong interpersonal skills with an ability to operate diplomatically and with cross-cultural sensitivity with government, private sector, and community stakeholders.
