Jhpiego seeks an Operations Director to provide financial and administrative management for an upcoming USAID health project in Afghanistan. The project will aim to increase access to and utilization of quality health and nutrition services and adoption of healthy behaviors, especially for women and children. The project will operate over a 5-year period.

 

The Operations Director will manage operation and support functions for the project including ; and administration. S/he will ensure project compliance with USAID Policies, and USAID/Afghanistan mission orders and Implementing Partner’s notices. S/he will establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls. The Operations Director will coordinate with internal and external auditors and coordinate with the director of finance (Afghanistan) and home office finance staff (United States). S/he is responsible for conducting due diligence to ensure that USG funds are not diverted from their development purpose outlined in the agreement. S/he will prepare budgets for annual work plans and will prepare financial reports for USAID.

 

This position is contingent upon award from USAID.

Responsibilities Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and USAID rules and regulations, and terms and conditions of the awardOversee day-to-day coordination of financial activities ensuring cost efficiency Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports Manage/review monthly payroll process and keep payroll records in order for auditManage all sub-grants, ensuring compliance and reporting of sub-awardee, and building their capacity as neededManage AP/AR summaries, journal entries for adjustment to the general ledger, chart of accounts and financial coding structurePrepare/oversee tax and other statutory reporting to the country tax office and compliance.Monitor replenishment receivable and enter the wire transfer received from JHU in to the systemOversee project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, district office start-up, operation systems, policies and procedures, consultant paymentsProvide guidance to project team members regarding the financial requirements of the project and office operations in compliance with USAID, Johns Hopkins University, and Jhpiego procedures and policiesLead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as requiredProvide guidance, monitoring and support to project team, including, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventoryFacilitate the work of external audits and ensure that financial records are properly maintained and readily available during auditsDirect and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting Contribute to developing work plans and annual budgets for project activities and local office costsEnsure that USAID resources are appropriately directed to project priorities and are in line with project work plansProvide financial reports, including pipeline analysis, quarterly project reports, as requested by the donorMentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results Required Qualifications Master’s degree in Business Administration, Public Administration, Finance, Accounting or equivalent, and/or ACA/ACCA/CPA7 years of experience managing grants or contracts of a similar scope of work and budget5+ years of senior-level work experience with USAID or other donor-funded projectsExperience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects (approximately $10M+ per year)Financial planning and management, human resources, security, and procurement for projects in Afghanistan Experience managing sub-grants and contracts including familiarity of different granting mechanismsExperience with public-private partnershipsPrevious direct supervisory experience of professional and support staffKnowledge of USG cost principles, including national and USAID regulations, GAAP accounting rules and grants contract managementDemonstrated experience organizing resources and establishing prioritiesSubcontract or sub-agreement financial management experienceKnowledge of financing mechanisms - contracts and grants and their relevant terms and conditionsExperience developing and/or implementing finance and accounting policies, procedures and systemsExcellent verbal, written, interpersonal, and presentation skills in English, working knowledge of Pashto and/or Dari a plus. Experience hiring and supervising personnel Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sectorExcellent skills in facilitation, team building, and coordinationAbility to coach, mentor and develop financial and administrative capacity of project staffIn depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft OfficeAbility to travel nationally and internationally 10% of time
