The OE is accountable for operating the Tank Farms in a safe and compliant manner in accordance with applicable Technical and Environmental Safety Requirements, while utilizing approved policies and procedures and implementing Integrated Safety Management and Conduct of Operations. This position is responsible for ensuring that the procedures and other documents required to perform transfers within the Double Shell Tank System are prepared and approved. The OE may perform duties as a Field Work Supervisor when necessary to ensure work related to transfers is required. These tasks may include camera installations into pits and primary tanks, leak checks, and valve verifications. * Conduct pre-job briefings to ensure personnel involved in the work activity are familiar with, at a minimum, work scope, hazards, hazard controls, precautions, limitations, required training, and response to emergencies. * Conduct work package Operations acceptance and closeout. * Perform work release and operations authorizations, ensuring facility configuration is maintained. * Perform work approvals for work documents to ensure all documentation and operational requirements are met. * Oversee the execution of waste tank transfers. * Review work instructions and resolve work instruction issues and approve work packages. * Act as the facility lock and tag controlling organization administrator and assist with lock and tag surveillances as required. * Monitor activities to ensure procedure compliance. * Review of daily reports with team; facilitate plan of day meetings. Conduct morning meeting briefs to communicate facility status, equipment status, instrumentation status work in progress, changes in personnel, restricted access areas, alarms status, tank level status, occurrences, radiological hazardous conditions, and safety information such as Safety Flashes or Tailgates. * Direct and assign job assignments. * Perform transfer procedure reviews and walk downs. * Acts as technical consultant on problems and issues concerning safe and efficient operations and maintenance of plants and distribution systems. * Recommends policy changes and develops implementation plans, as necessary. * Develops and implements preventive/predictive maintenance programs including schedules and procedures to enhance plant availability and reliability. * Conducts reviews and analysis of basic systems/components. Participates in planning and conducting equipment/ systems tests. * Perform other duties as assigned. Please Note: This position is being advertised under the current Tank Operations Contractor, Washington River Protection Solutions (WRPS). However, now that transition activities have begun a candidate selected for employment may be hired under the incoming contractor, Hanford Tank Waste Operations & Closure (H2C) contract. Further details will be provided during the hiring process. Required Qualifications Grade 18: * Bachelor's degree (BA/BS) in related field; and * Seven (7) years related experience OR five (5) years of related experience and completion of Operations Engineer (OE) and Shift Manager Qualification, or equivalent combination of education and/or experience. Grade 19: * Bachelor's degree (BA/BS) in related field; and * Nine (9) years of related experience OR seven (7) years of related experience and completion of Operations Engineer (OE) and Shift Manager Qualification, or equivalent combination of education and/or experience. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased. Desired Qualifications -Experience at Hanford or a similar DOE Nuclear Facility. -Detailed technical, engineering, and operations knowledge with sufficient depth of understanding of interfaces in a nuclear facility is preferred. -Experience in the following areas: Emergency Management, Conduct of Operations, Radiological Controls, procedure compliance expectations, Standard of Conduct guidelines, safety responsibilities, training requirements and instruction is preferred. -Strong ability to communicate and direct many diverse activities simultaneously. -Integrate and transfer specific needs to Maintenance, Operations, Project, and Engineering. -Past experience with interfacing with other organizations, regulators, and companies. -The ability to interface with WRPS senior management, personnel, and support organizations on a daily basis. Compensation & Benefits In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
