Operations Management Specialist

Responsibilities Serves as the primary representative of the DLA Joint Reserve Force to the DLA Agency Synchronization Operations Center (ASOC) for all support and mission requirements. Serves as the Division Chief of the Current Operations Branch, Mobilization, and Training Branches and representative on the DLA Continuity of Operations (COOP) team. Oversees operational coordination and guidance for reserve force missions across 21 locations. Responsible for the development of policies, procedures, and implementation plans for DLA’s reserve force support operations, mobilizations, ADOS, exercises, training, contingency and continuity operations, operational security, and task management. Determines appropriate military reserve personnel resource requirements for Agency mission areas and operations. Conducts analysis of Joint Reserve Force programs, identifying problems and prepare new or revised policies and procedures for alignment and compliance with DoD Service and Joint mobilization, training, and readiness of assigned reservists. Requirements Conditions of Employment Qualifications To qualify for an Operations Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge of Joint Reserve Force, military command structure, missions, programs, and organizational relations and planning within Federal civilian agencies, Office of the Secretary of Defense, and Military Services. Expert knowledge of military information and mobilization policies, concepts, strategies, and operational principles. Expert knowledge of Continuity of Operations Planning (COOP) policy and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
