Project Summary:
MSI anticipates implementing an Iraq Democracy, Human Rights, and Governance (DRG) Assessment for the United States Agency for International Development (USAID) in Iraq to inform strategy efforts and portfolio planning. The DRG Assessment will focus on civil society, governance, civic engagement, economic governance and cross-cutting themes. The outputs will provide key analysis and actionable recommendations aligned with the USAID Iraq Mission’s strategic goals to guide CDCS development and current and future programming.

Position Summary:
The Operations Manager to provide operational, administrative and logistical support to the Iraq USAID DRG Assessment. This position reports directly to the Deputy Team Lead (DTL) and is a short-term assignment that may range from January to March 2025.
Responsibilities:
Coordinate travel from various locations in Iraq (Erbil, Baghdad, Basra) for data collection. In coordination with the DTL, schedule interviews with key stakeholders and program beneficiaries. In coordination with the DTL, prepare daily itineraries for data collection teams. Coordinate travel, payment, and lodging for potential local focus group discussion participants. Assist in procuring hotels, catering, and other major expenses while adhering to USAID regulations. Perform related duties to support the evaluation team during their visit, as required and assigned.
Qualifications:
Bachelor’s or Associate degree required. Five years of progressively responsible experience in operations and security procedures required. Clean driving record and valid driver’s license required. Prior experience working on USAID or other donor-funded technical assistance projects required. A strong working knowledge of local market conditions and ready to work under pressure. Ability to communicate and respond to internal and external stakeholders. Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization. Able to deliver effective results, meet tight deadlines and targets. Computer skills, including internet navigation, and office applications. Ability to communicate in English verbally and in writing, Kurdish and Arabic required.
