Operations Manager (UPWT)

The successful candidate will join the Facility Operations team to support the Center Maintenance, Operations, and Engineering Contract (CMOE) located at NASA Langley Research Center. This position reports directly to the Test Operations Branch Manager. All work will be performed with a high standard of quality and professionalism.  All safety policies and procedures must be followed.

Responsibilities

Leads, supervises, and directs teams of engineers and technicians responsible for planning, executing, and closing out wind tunnel test programs in NASA Langley Research Center’s Unitary Plan Wind Tunnel and Langley Aerothermodynamic Laboratory facilities. Establishes test timelines, manages all test-related resources, and evaluates deliverables for quality and completeness. Duties also include identifying and implementing process improvements; determining and coordinating required facility upgrades, repairs, and maintenance; and producing/delivering technical papers and presentations when warranted. Develops and implements training programs for new and existing personnel. Works with peers across the organization to optimize workforce deployment and ensure continuity of operations. Reviews and modifies standard operating procedures, work instructions, checklists, etc. Establishes and maintains large cross-functional network of resources to assist in providing high-quality solutions for client. Will interface with subordinates, peers, senior management, and client personnel at all levels as needed. *

Qualifications

U.S. Citizenship required. BS degree in aerospace or mechanical engineering from an ABET accredited engineering school and three (3) to five (5) years related engineering experience, or MS degree from an accredited engineering school and two (2) to three (3) years of related engineering experience, or Ph.D. from an accredited engineering school.

Experience and/or some education in Business Management preferred. Must have demonstrated ability to supervise and lead teams in preparing and conducting wind tunnel tests of scale models; to maintain good interpersonal relations with test team members (including test customer personnel) while meeting time, quality, and cost requirements; to recognize the importance of customer relations; to respond properly to changing customer needs; and to multi-process inputs with a coherent output.

Office Environment (65%) Test Environment- May be exposed to areas of high noise levels, hazardous propellants, chemicals, and industrial facility environments (25%) Travel between various facilities/test operations is required (10%) Some domestic and international travel may occasionally be required (<5%)

Physical Requirements

Must have sufficient mobility to enter all areas of test facilities; crawl, climb ladders, enter confined spaces, ability to work at elevated levels on platforms and scaffolding, etc. (20%)

Equipment

Standard office equipment (PC, telephone, fax, etc.) with knowledge of MS Word, Excel, Outlook, Matlab, etc. (50%) Safety and personal protective equipment (20%)

Attendance

Regular attendance mandatory (100%) Overtime/work outside normal schedule required (<20%)

Other Essential Functions

U.S. Citizenship required.  A valid driver’s license is required. Must be able to obtain and maintain a security clearance. Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety/risk hazard to the employee or others. The work environment requires the ability to cooperate and work with individuals at all levels of the company and the client.   *
