Summary You will serve as a OPERATIONS RESEARCH ANALYST in the TOTAL FORCE MANPOWER DIRECTORATE of COMMANDER - NAVAL INSTALLATIONS. Responsibilities You will analyze initiatives to determine alignment with manpower, personnel, training, and education objectives and adequacy to achieve strategic targets. You will develop methods of applying operations research methods as it relates to manpower, personnel, training and education (MPTE) for an organization. You will analyze program issues using mathematical modeling and operations research techniques. You will use mathematical and economic analysis approach in the development of manpower models. You will advise management on metric development to ensure measures and targets provide quantitative feedback on manpower, personnel, training and education performance measures. You will create econometric models to predict or explain future manpower and resource needs. Requirements Conditions of Employment Qualifications In addition to the Positive Education Requirements for this position: To qualify for the GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing analytical studies and models on processes and procedures in human resources, manpower, or budget allocation; 2) Designing computerized reporting systems and dashboards through the use of analytic platforms, to include Power Bi or Tableau; 3) Planning and conducting special studies including study design, research, and analysis presentation. To qualify for the GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. OR Successful completion of a Bachelor's or higher level degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-12: No substitution of education may be made for the required specialized experience. For the GS-11: Applicants may substitute the following education for the required specialized experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
