Operations Technical Proposal Support

KBR's Critical Infrastructure Protection (CIP) Operating Unit (OU) is seeking to hire an Operations Technical Proposal Support position. CIP provides expertise in the design, installation, and maintenance of Electronic Security Systems (ESS) and Utilities/Control Systems for the DoD, FAA, and Federal Law Enforcement.

Summary: The Operations Technical Proposal Support will be responsible for the development of multiple sized proposals from large-scale to small task orders as part of the operations team in the Critical Infrastructure Protection (CIP) Operating Unit (OU). This position will analyze solicitations -- to identify all requirements and criteria for proposal evaluation and preparation. The ideal candidate needs to have a deep understanding of the Electronic Security Services (ESS) and Physical Security industry. The successful candidate will be responsible for creating proposal outlines, technical writing and editing, development of a Basis of Estimate (BOE) and Basis of Materials (BOM), build Integrated Master Schedule (IMS) and Project Schedules,  assist in writing vendor Scopes of Work (SOWs), compliance matrices, and proposal schedules, and supporting the proposal through the color team process to produce compelling and compliant proposals. They will provide leadership and support from operations to the various cross-functional teams, including support to schedule management, compliance oversight, proposal writing, pricing, team guidance, and final production to assure an on-time delivery of the final product. Expected to partner with Capture Managers to develop key messages and win themes and finalize solutions.  Work collaboratively with capture, proposal and production teams, pricing teams, business partners, functional teams, and operational organizations throughout the procurement cycle. Also responsible for maintaining documentation in a SharePoint environment for the CIP OU.  Reports to the Director and Deputy Director of the Critical Infrastructure Protection Operating Unit.  

The primary responsibilities for this role include, but are not limited to, the following:

Proficient skills in technical writing and editing.Ability to create Basis of Estimates (BOE).Ability to create Basis of Materials (BOM).Ability to create a Work Breakdown Structure (WBS).Ability to create an Integrated Master Schedule (IMS)/Project Schedule.Ability to assist with writing vendor Scopes of Work (SOWs).Support development outline and compliance matrix for all volumes and deliverables.Oversee the creation of annotated outlines.Support development and maintenance of proposal schedules, including color reviews in coordination with cost reviews, and key milestones.Attend and support presentations and lead proposal kickoffs.Participate in regular proposal team tag-ups and other focus meetings as required.Support review team coordination and recovery.Attend all key, relevant BD activities such as opportunity reviews, capture reviews, strength, win-theme reviews, or other required meetings.Coordinate proposal inputs with volume leads, SMEs, writers, and subcontractor team members.Facilitate connectivity with cost proposal narratives with pricing department.Prepare general introductory proposal sections as needed.Ability to contribute and support content writers and SMEs to effectively incorporate win themes and solutions into proposal documents.Work in support of the proposal team to ensure all proposal sections are integrated with a single voice.Support final proposal production through delivery.Ability to support cross functional teams in lessons learned.       Support development and delivery of evaluation notices, corrective actions, and final proposal revision documents as needed. Willingness to flex work schedule to meet proposal objectives.Willing to travel to support key proposal efforts (less than 10%).

Education/Experience Qualifications:

Bachelor’s degree and 9+ years of direct proposal experience supporting Government bids in excess of $75M+. Equivalent experience will be considered in lieu of the degree requirement.  DoD experience preferred.

Skills/Abilities Qualifications:

Strong knowledge of the Electronic Security Services (ESS) and Physical Security industry.Knowledge of federal proposal best practices, industry standards, and federal procurement regulations, including FAR and DFARS.Knowledge of Shipley Proposal Management, Association for Proposal Management Professionals (APMP), or equivalent training or certification highly desired.Strong skills in with Microsoft Office Suite, SharePoint, Teams, PowerPoint, Excel, Word, and Adobe Acrobat. Proficient in using MS Project desired.Strong leadership skills to ensure all team members meet established proposal deadlines.Project management skills including resource planning, scheduling, task delegation, and ability to manage multiple federal proposals simultaneously.Proficient skills in technical writing/editing/one voicing.Outstanding written and verbal communication skills.Track-record of success in supporting and developing winning, compliant, compelling proposals.Experience working with capture teams to facilitate the development of win themes, solutions, discriminators, and competitive analyses.Supporting the development of oral presentations or demonstration is a plus.

Travel:

Willing to travel to support key proposal efforts (less than 10%)

Work Schedule:

This is a part-time position. Full 20 hours a week, 4-hour days Monday thru Friday.
