Position Description
DTMB, in supporting MDOT, requires a senior technical consultant to provide adequate support for department-wide data/databases. Resources are needed for databases that include transportation related asset inventories, geospatial location, asset condition, and other attribute data. MDOT Asset Management applications access their standard RDBMS environment, ORACLE. Resources are needed with significant experience that can provide technical support as well as transfer knowledge to new SOM staff. The resources will report directly to the Asset Management Systems IT Manager and may work with appropriate technical specialists (ex. DBA & geospatial Data Architect). Required skills include database design & enhancements, Oracle geodatabase, spatial data editting & query (ORACLE w/ ArcSDE), lead worker & facilitation, writing stored procedures (PL/SQL), advanced SQL & tuning including spatial queries, data transformations and metadata management. The resource will report to the Asset Management IT Manager.
Skills Required
Technical Consultant: This position prefers a Bachelor’s Degree in Computer Science, Information Systems, or other related field, or equivalent work experience and requires 7 to 10 years of IT work experience. Requires prior management, supervisory, or team leader experience. The resource needs strong Oracle PL/SQL work experience writing packages, stored procedures and functions, writing and tuning advanced SQL statements including geospatial queries, and experience with ESRI products accessing and/or editing an Oracle geodatabase. The resource should also have relational database design experience, perform data transformations & analysis and ensure data quality through development and testing. The need will exist to lead database development projects and train new SOM staff on database fundamentals.
Experience Required
The candidate must meet the basic qualifications of 10 or more years of generic IT experience and a Bachelor’s Degree as defined for a Technical Consultant. In addition, this position requires a concentration in database design, data transformation, writing Oracle geospatial queries, database and spatial data modifications, accessing Oracle from ESRI products, writing stored procedures and other duties relating to data management. Each senior candidate will score between 1 and the maximum possible for each category. Points will be determined from review of the experience section NOT from the “Summary” area of a resume. a. 10 years writing ORACLE DDL, DML, packages, stored procedures (PL/SQL) and functions b. 4 years in the query and/or editing of geospatial data in an ORACLE database using the ESRI product, ArcSDE. (ArcExplorer, ArcIMS) c. 8 years developing conceptual, logical and physical data models (using data modeling software) for an RDBMS d. 8 years accepting data files in multiple formats, transforming the data to meet business needs and loading it into an ORACLE database e. years as a technical team leader for projects involving extensive database work and data manipulation f. Possess ORACLE DBA Certification
