Short Description:  The Organizational Change Management (OCM) Specialist in this role will function as a business analyst to provide support to the Division of Public Health through the transformational processes related to the BRD creation for the open data portal project
Complete Description:  This position is slated for approx 20 hours per week or 80 hours per month for the next 12 months.  Hours and max hours per week are flexible.  This will be part time, where the candidate is required to be on site for interviews that he/she schedules with managers.  Other times, work can be done remotely (especially during the online research portion).  This is a very independent role.  Most qualified candidates are ones that can work with minimal direction.  Schedule is self administered and flexible, but must stay in the constraints set forth above.
The Organizational Change Management (OCM) Specialist will provide support to the State of Delaware’s DPH toward a new public facing Open Data Portal that will provide the status of community health related to quality of life.  
Years of Relevant Experience: 2-3 years as a business analyst/technical OCM resource.Preferred Education: 4 year degree 
Role Description:•Intially, conduct meetings with key stakeholders in Dept of Health to create a shortlist of requirements from the business community.  Follow up reasearch into other state portal designs and assess which ones would be acceptable considering the above requirements.•Work with project team members to ensure that business organizations understand and implement changes that are a result of design of a new portal•Must be able to exhibit effective communication skills, be highly organized, detail oriented, and work independently.•Assist the user community in identifying and understanding the changes resulting from business reengineering efforts, new system development, and other modifications to business processes accompanying technological advances and provide guidance and support in responding to those changes.•Provide a communications link between technical and functional personnel to ensure a clear understanding of requirements, functionality, change issues etc.•Plan, organize, develop, and implement effective communications for the smooth sharing of information between technology teams and business organizations.•Work with the project team to identify and define project operating standards changes and recommendations related to the proposed portal design and specifications
Final goal and result of this contract will yield a business requirements document, meeting notes, possibly an RFP, and any other Department required paperwork such as a business case and/or project charter.
