Job Description:

World Vision International seeks an Organizational Capacity Development Specialist for an anticipated FY 2024 USAID Regional Resilience Activity for Sahel Region covering Burkina Faso, Chad & Mauritania that will seek to expand resilience in the Sahel, improving the ability of individuals, households and communities to mitigate, adapt to, and recover from perennial shocks and stresses. This activity is a 5-year program with a budget estimated at $200 million.  If awarded to World Vision, project is anticipated to start in January 2025.  

The Organizational Capacity Development Specialist/Manager will provide technical direction and oversight to the capacity development component the Leader Award and Associate Awards to build the capacity of local partners including working within Associate Awards to spearhead the development of organizational capacity strategies and develop an overarching strategy for capacity-building efforts under the Leader Award and Associate Awards. 

  

This key position is contingent upon funding and donor approval. National and international candidates are encouraged to apply. This position will be based in Dakar, Senegal. 

Provide technical direction and oversight to the capacity development component of the Leader Award and Associate Awards by building the capacity of implementing partner organizations, enhancing local leadership, systems, and accountability. Lead the development, management, and implementation of skills training opportunities to provide capacity strengthening assistance using a partnership model. Spearhead development of organizational capacity strategies and develop an overarching strategy for capacity building efforts that will sustainably build the capacity and strengthen nontraditional partners. Develop strategies for local organization capacity strengthening, which will be guided by localization and inclusivity principles and practices. Assess the supply of and demand for capacity development services in the sector, country and regions of implementation. Design methods for facilitating access among local organizations to capacity building service providers. Design training and other capacity building initiatives. Contribute to and ensure the quality of written performance reports for USAID and other program deliverables. 

Monitoring, Evaluation, Learning and Reporting 

Work with the MEL unit to develop M&E system relating to the M&E plan ensure availability of data collection and reporting tools.Guide in the development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with USAID, and country requirements.  Ensure documentation of best practices and innovations for donor engagement Lead in the dissemination of best practices in capacity building and system strengthening and the implementation of approaches/models among the partners. Work closely with the Project management and technical leads to assign realistic targets and budget to LIPs for all required and customized indicators. Participate in monthly, quarterly and annual reviews with program teams, LIPs and stakeholders Ensure timely preparation of periodic reports and project documents in line with the donor and World Vision standards. Mapping of other stakeholders at the county, sub county, ward level and to leverage on what the project will be providing and create synergy informed by a clear referral pathway. Participate in related Technical Working Groups (TWGs) at National and County levels.Conduct County government engagements to influence budgeting.Establish partnership with private sector and Country players and ability to map all relevant stakeholders.Coordinating structures at county and community supported to function.Partnership established with private partners.Visibility of the project enhanced. Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team.Provide technical supervision to the Program Coordinator(s).In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.Support professional development for supervisees through on job training, off site training among others Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc.Staff spiritually nurtured as evidenced in their dealings and professionalism in work.Timely recruitment and onboarding of staff.Timely completion of staff PA and Reviews.Competent staff with skill sets, materials and equipment to perform their roles.High staff engagement levels.Ensure staff participate in morning devotions and are supported to grow spiritually.Ensure accountability and performance management including consequence management where necessary.Perform any other duty as may be assigned by supervisor or designee from time to time.Participate and contribute in committees and task forces as required. 

Knowledge/Qualifications:

Master’s degree or equivalent in development studies, international relations, social science, business administration, or related field and 8 years of relevant experience in organizational capacity building, localization, civil society, community development, or other related experiencesDemonstrated experience in managing or implementing capacity strengthening programs or activities within a developing country setting to increase the capacity of individuals and organizations (technical and organizational capacity strengthening.Substantial experience designing and delivering institutional capacity building in low- or middle-income countries including development of training design, curricula, and related materials. Capacity strengthening experience in USAID programs is preferred.Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. Experience building learning and evaluation design in implementation capacities of host government counterparts and non-governmental institutions.Strong interpersonal skills and ability to work with cultural competence in multi-cultural environments and build effective working relations with clients, partners, and colleagues.Strong planning, organization, strategic thinking, and problem-solving skills.Previous experience with large USAID grants including Leader with Associate Awards (LWA),  Familiarity with local cultural practices, social networks, and gender and age dynamics.Excellent organizational, analytical, and oral and written communication skills (in English) Demonstrated ability to deliver results and meet all donor deliverables. Strong oral and written communication skills, particularly advanced writing skills Excellent demonstrated inter-cultural, interpersonal, and negotiation skills. Ability to build relationships cross-culturally.  Ability to multi-task.Strong workshop facilitation skills.Strong networking skills.Demonstrated communication, creative problem solving, and management skills. Strong writing and oral presentation skills Must be fluent in English and French. Experience working in the Sahel region. Experience in program design.   Ability to travel to implementation sites and regional, global meetings as required. Ability to travel to the United States WVUS Washington, DC Office to meet with donors and other stakeholders as needed.
