Outdoor Recreation Planner
Summary Planning project manager involved in the preparation of a variety of planning projects and studies and related environmental documents. These duties require full knowledge and understanding of National Park Service (NPS) planning and environmental compliance procedures, NPS organization, policies, guidelines, and procedures. Provides technical advice to other project managers and planning team members on the planning process, problem solving, public involvement, and environmental compliance. Responsibilities Function as project manager on interdisciplinary teams of planning and other agency professionals to prepare a variety of planning projects and studies - General Management Plans, River Management Plans, Trail Management Plans, Implementation Plans, Strategic Plans, etc. This includes guiding the project team through the planning processes, is responsible for day-to-day management of significant project tasks including drafting of planning sections and chapters. Navigate compliance with applicable federal laws and requirements; interpreting, applying, and enforcing program authorities, regulations, and policies with the National Environmental Policy Act, Wild and Scenic Rivers Act, National Parks Recreation Act, Section 106 of the National Historic Preservation Act, the Wilderness Act, and Section 7 of the Endangered Species Act. Assist parks in consultation requirements for assigned planning projects. Facilitating and coordinating the resolution of complex planning and compliance issues. Development of reports and planning products (i.e., plans and compliance documents) that outline the project scope and recommended next steps for planning project completion, including connections to statutory requirements and past planning. Prepare technical scopes, budgets, and schedules and function as a Contracting Officer Representative. Lead and facilitate meetings and working group sessions, including the ability to coordinate and work effectively with groups of people with diverse backgrounds, perspectives and interests building collaboration and consensus. Review and comment on planning and NEPA documents. Review PMIS and PEPC entries for planning and compliance needs. Assist parks with the development of PMIS planning projects to seek planning ready funding. Liaise to ongoing projects that have overlap with MWRO Planning and Compliance. This duty can involve updating the MWRO Project Tracker, providing regional guidance to the team, and ensuring regional representation on the project, when appropriate. Interpret and apply policies, laws, and regulations as appropriate, including Director and Secretarial Orders. Physical Demands: The work is sedentary, although there is walking, bending, and climbing associated with onĀ­site field work. Frequent public contacts, attendance at conferences and planning and negotiation meetings involve travel by all means of transportation throughout the PGSO, to other SSOs and the Washington Office. A healthy constitution is required although little physical labor is involved. Working Conditions: The work is mostly sedentary. The employee is expected to lead or participate in meetings and field visits in a variety of settings including urban, suburban, rural, and at times, front and backcountry environments. Travel may be frequent and involves the normal risks and discomforts of automobile, bus, rail, or air transportation travel. Walking, bending, carrying, stooping, and at times hiking. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Qualifications All qualifications must be met by the closing date of this announcement-01/17/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience has equipped me with the knowledge, skills and abilities needed to successfully perform the duties of this position. Specialized experience must include: 1) Function as project manager on interdisciplinary teams of planning and other agency professionals to prepare a variety of planning projects and studies; 2) Experience in compliance with applicable federal laws and requirements; interpreting, applying, and enforcing program authorities, regulations, and policies with the National Parks Recreation Act, National Environmental Policy Act, Section 106 of the National Historic Preservation Act, the Wilderness Act, and Section 7 of the Endangered Species Act; 3) Experience in coordinating and facilitating the resolution of complex planning and compliance issues; 4) Ability to prepare technical scopes, budgets, and schedules and function as a Contracting Officer Representative; 5. Ability to develop, organize and implement programs, establish priorities, and meet deadlines; and 6) Ability to lead and facilitate meetings and working group sessions, including the ability to coordinate and work effectively with groups of people with diverse backgrounds, perspectives and interests building collaboration and consensus. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
