The Outreach and Engagement Specialist is designed to support outreach, engagement, and communications for the Transitions, Tribal & Transformation (TT&T) Division of the Aging and Disability Services Administration (ADSA) in DHS.
TT&T exists to improve systems, share information and resources, and co-create flexible services that meet people’s needs. We work with Tribal Nations and our partners to help older adults, people with disabilities, and others who need support to leave institutions and live in their communities.
TT&T is funded through the federal Money Follows the Person Demonstration grant. The grant is currently funded through 2031-2032, with the possibility of continued funding or to become a permanent program.
In collaboration with staff across the Division, the position will develop strategies to engage partners who have diverse lived experience; obtain and utilize regular feedback; and develop and disseminate multimodal communications to ensure the programs remain relevant and reflective of current needs in the community. Through these efforts, the position will help ensure eligible Minnesotans have equitable access to programs and services administered by TT&T and all other transition programs.
Some responsibilities include, but are not limited to:
+ Develop and implement a strategic plan to guide outreach, engagement, and training about services administered by TT&T and other transition services that support people to live in their communities.
+ Develop and implement a communications plan to raise awareness about and promote TT&T programs and ensure key community partners across the state receive programmatic information and updates.
+ Develop data collection and reporting strategies to ensure statewide outreach, engagement, training, and communication initiatives promote equitable access to and increase enrollment in services administered by TT&T as well as other transition services that help people live in their communities.
**Minimum Qualifications**
Three (3) years professional experience with community-based organizations that support:
+ people with disabilities of any age
+ older adults
+ people with mental health diagnoses, or
+ members of Tribal Nations
Experience must include:
+ Community outreach and engagement activities
+ Strategic communications and multimodal content development
+ Quantitative and qualitative data collection and reporting processes
+ Knowledge of state and federal laws and regulations related to major public assistance programs for people with disabilities, older adults, people with mental health diagnoses, or Tribal members
Bachelor’s Degree in Social Work, Psychology, Public Health, Communications, or other related fields may substitute for one (1) year of work experience
Master’s Degree in Social Work, Psychology, Public Health, Communications, or other related fields may substitute for two (2) years of work experience
**Preferred Qualifications**
+ Experience leading community organizing strategies
+ Proven history with developing and implementing engaging, dynamic communications and marketing campaigns that effectively reach culturally and geographically diverse communities
+ Variety of experience working effectively with others from different backgrounds and/or cultures
+ Understanding of Tribal Nations in Minnesota, tribal members, and government-to-government relations
+ Ability to interact with sensitivity and respect for the cultural and other differences that will be encountered with co-workers, counties, Tribes, community agencies and advocates
+ Comprehension of or experience administering Medical Assistance programs, specifically Home and Community Based Services
