Public Safety Broadband Outreach Specialist

Short Description:

The Public Safety Broadband Outreach Specialist position will manage the outreach and education efforts of state, local, and tribal authorities and stakeholders regarding the Nationwide Public Safety Broadband Network (NPSBN).

Outreach Specialist Role:

As a project administrator, this position initiates and coordinates the statewide education and outreach program—which may reach 25,000 or more potential Arkansas stakeholders in the planned nationwide NPSBN. These stakeholders include first responders and support services in state, county, and city governments; fire, special purpose, and utility districts; and private sector partners, such as transportation, public utilities, and other potential authorized secondary users.

 

Outreach Specialist responsibilities may include:

•Work with the Arkansas public safety broadband leadership in the design of an outreach and education program to involve stakeholders in firefighting, emergency medical response, law enforcement, public health, elected officials, and potential secondary users, such as electric and gas utilities, water and wastewater utilities, transportation, transit, building and land use,  and others throughout the state.

•Identify and engage state and regional stakeholder associations.

•Interact and coordinate activities with the designated FirstNet and SLIGP (State and Local Implementation Grant Program) Point-of-Contact (POC), and Statewide Interoperability Coordinator (SWIC).

•Schedule and coordinate stakeholder conferences and seminars.

•Coordinate the preparation and delivery of multimedia education, outreach, and public information materials.

•Speak at conferences and meetings on the effort to establish a nationwide public safety broadband communications network.

•Interact with the Arkansas Interoperable Communications Committee (AICC) and its Executive Committee (AICEC) to ensure effective collaboration and engagement from state, county, city, and rural entities.

•Coordinate with Federal officials—including the Department of Commerce (DOC)/ National Telecommunications and Information Administration (NTIA), Department of Defense, Department of Homeland Security/Office of Emergency Communications, Interoperable Communications Technical Assistance Program, and FirstNet in employment of programs, materials, and related resources to advance NPSBN education and outreach.

•Secure review and approval of use of educational and outreach materials and reports by the appropriate, designated authority (e.g., State Chief Information Officer [CIO], SWIC, or identified POC) and the AICEC.

•Prepare grant expenditure reports, track time and coordinate with the Arkansas Public Safety Broadband Project Manager on grant reporting.

•Contribute to reports as required by Federal, and state officials.

•Present findings to senior management (e.g., CIO, SWIC, identified POC, or AICEC) and other identified stakeholders.

•Track issues related to FirstNet and report to (e.g., CIO, SWIC, identified POC, or AICEC) and other identified stakeholders. 

 

Required Qualifications:

•Demonstrated experience and leadership interacting with associations, appointed, elected, and other public officials.

•Demonstrated ability to write professional publications and similar materials.

•Demonstrated ability to make public presentations and facilitate public forums.

 

Preferred/Desired Qualifications:

•Awareness of and familiarity with FirstNet and the proposed NPSBN.

•Demonstrated experience and leadership coordinating public safety communications issues across multiple jurisdictions and disciplines.
