ICF is currently seeking a Paralegal to work on the OTIP/ORR Mission Support Project.  The purpose of this project is to provide support to ORR in meeting their mission goals.  This support covers a variety of activities across multiple divisions within each federal program.

The Paralegal will use his/her expertise to conduct legal research and analysis, review policies and procedures, support inquiry responses, docket management, and drafting civil litigation support documents.

The purpose of the Mission Support Project is to provide technical, acquisition, program management, administrative, and business support services to ORR in order to meet ACF mission requirements.

The successful candidate will have a broad knowledge of legal writing and litigation support duties and skills.  The Paralegal will report to a divisional or bureau lead for supervision and assignments.

Positions will be fully remote, onsite embedded in the client site, and hybrid.

Key Responsibilities:

ORR Paralegal responsibilities include:

Conducting legal research and providing analysis of federal and state regulations and statutes, proposed legislation, and case law for the purpose of assessing the impact on ACF/ORR/OTIP policy and program developments.Reviewing and editing draft policies and procedures to ensure quality (formatting and grammar) and compliance with current policy, regulations, and statutes.Reviewing inquiries related to policy, regulations, or statutes and draft responses as needed and identifying the appropriate federal employee to respond to the inquiry.Providing docket management for federal civil litigation.Supporting federal staff with managing civil litigation discovery, including document production.Assisting federal staff in the drafting of documents related to civil litigation. 

Basic Qualifications:

Associate or bachelor’s degree in paralegal studies. Alternatively, a non-specific degree and a Paralegal Certificate.  Minimum 1 year of experience with ORR/OTIP mission and work activities.1 year of paralegal experience to include the following:Legal Knowledge: Understanding of legal terminology, procedures, and documentation.Research Skills: Ability to conduct thorough legal research and gather relevant information.Writing Skills: Strong written communication skills for drafting legal documents and correspondence.Attention to Detail: Precision in handling legal documents and ensuring accuracy.

Preferred Skills:

Experience working for a refugee program.Policy writing experience.Federal project experience.

Professional Skills:

Ability to promote and contribute to an equitable and inclusive organizational culture and environment.Solid team player with proven ability to manage competing priorities, perspectives and stakeholder needs.Strong analytical, problem-solving, and decision-making capabilities.Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment. Excellent verbal, interpersonal and written communication skills.Demonstrated outstanding level of professionalism in providing paralegal support, including ability to exercise good judgment, discretion, tact, and diplomacy.Proficient with MS office applications (i.e., Word, Excel, and PowerPoint).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$60,663.00 - $103,128.00
