The primary purpose of this position, PARALEGAL SPECIALIST, NH-0950-02, is to provide senior paralegal and supervisory support at the professional level to the Office of the Staff Judge Advocate. Provides professional legal coordination/review for complex, often precedential, installation and depot cases in real property transactions and compliance with federal, state, and local environmental laws. Responsibilities -Review, coordinate, and guide the Environmental Planning Function in the AF Environmental Impact Analysis Process (EIAP) under the authority of the National Environmental Policy Act of 1969 (NEPA). -Participate in the substantive development of cases in an office conducting and defending enforcement activities. -Serve as Real Property Law Specialist, provide advice on legal issues relating to all aspects of real property management, use, acquisition and disposal, and compliance with federal and state real property laws and regulations. -Assist attorneys by identifying, paginating, assembling, and tabbing exhibits and administrative records to be filed with the courts and administrative agencies. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. GENERAL EXPERIENCE: You must have at least three years of general experience, one year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). General experience is described as: analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing. OR EDUCATION: Successfully completed a full 4-year course of study leading to a bachelor's degree. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of conventional and computerized legal research in general law, environmental law, personnel law, operations law, and other area. 2. Knowledge of legal analysis (e.g. litigation, discovery, document preparation, interview techniques), judicial and administrative procedures, statute and regulation citation techniques, and document retrieval systems. 3. Knowledge of practical knowledge techniques of management analysis. 4. Skill in written and oral communication. 5. Ability to identify, analyze, and translate complex information, make appropriate judgements, and evaluate options concerning legal issues, personnel management, and unit readiness. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Additional Information: PHYSICAL EFFORT: The work is mostly sedentary. No special physical demands are involved. There may be some walking, standing, bending, or carrying of light items. WORKING CONDITIONS: The employee works in an adequately lighted and ventilated office environment. Observes normal safety precautions. This position requires access to confidential data (gathering, preparing, typing, filing, etc.) for an individual who formulates or effectuates labor-management policies. The incumbent of this position is therefore considered to be a "Confidential Employee: in accordance with Title V, United States Code, 7103(a)(13) and is excluded from all bargaining units.
