Summary About the Position: Incumbent plans and accomplishes a variety of contract administration and quality assurance work in support of O&M, recreation resource management, natural resource management, and engineering work performed by contracts at a Lake Field Office. Responsibilities Serve as the Contracting Officer's Representative, designated point-of-contact with contractors for numerous service, construction, and supply contracts at the Lake Field Office. Coordinates and directs the work of GS and WG employees performing quality assurance inspections. Conducts pre-work conferences with contractors to discuss and explain all contract requirements and clauses and resolve all questions concerning contract requirements. Ensures quality and timely work performance is provided by the contractor. Prepare progress reports and reviews contractor invoices for payment to ensure adequacy and progress of work commensurate with payment requested and recommends approval or disapproval. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) Planning and administrating contract administration and quality assurance work in support of Operations & Maintenance (O&M); and (2) Identifying quality assurance (QA) deficiencies or non-compliance in contractor operating processes, procedures, functions, or performance to determine corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application WILL NOT be considered. You will be evaluated on the basis of your level of competency in the following areas: Communications Contracting/Procurement Planning and Evaluating Quality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
