Summary This position is located in Arcadia National Park, Bar Harbor, Maine. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You would be in a non-pay status from approximately January 5th through January 18th. Responsibilities Major duties of this position include: This position is supervisory in nature. This position directly supervises one General/EMT permanent ranger and up to 8-10 General/EMT seasonals. Plans, schedules, and assigns duties to subordinate staff and provides training, guidance and policy direction. Directs or provides assistance to emergency response to EMS or Search and Rescue incidents when requested or needed. Trains, prepares and assigns staff to conduct preventative search and rescue patrols on trails, at trailheads, parking lots and in other locations within the park. Directs or provides for visitor use management and assistance in high use areas of the park. Requirements Conditions of Employment U.S. Citizenship required. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to possess a current Emergency Medical Technician certification. Occasional travel - You may be expected to travel for this position. You must be able to lift 50 lbs. Qualifications All qualifications must be met by the closing date of this announcement-01/23/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. SELECTIVE FACTOR: The incumbent for this position will be primary coordinator of Emergency Services training to include EMT refresher, CPR refresher, SAR training and other non-law enforcement emergency response related training. Emergency Medical Technician (EMT) certification or higher is required. Examples include National Registry of EMT's (NREMT), Maine State EMT Certification, or other valid EMT certification or higher. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing and overseeing hazard programs including work planning, budgeting, scheduling, purchasing, and maintenance of emergency response vehicles, directing oversight and quality control of emergency medical services and search and rescue operations, directly supervising a staff of permanent and seasonal emergency medical and search and rescue technicians, providing the full range of supervision to include directing staff, hiring, developing performance standards, providing performance evaluations, and approving leave, ensuring staff is sufficiently trained in emergency response related to EMS, SAR and potentially hazardous environments and directing and providing for visitor assistance, education, and management of high use areas of the park or recreation area. You must include hours per week worked. -OR- EDUCATION: 3 full academic years of progressively higher-level graduate education or Ph.D., or equivalent doctoral degree related to the occupation. Major Study- natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must provide transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, divide your number of credit hours in excess of 36 semester hours (or 54 quarter hours) by 18 semester hours (or 27 quarter hours), or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. . Physical Demands: The position may require periods of strenuous physical activity including standing, walking, hiking, climbing, rappelling and carrying backpacks and rescue loads weighing approximately 50 pounds over long distances. Other aspects of the position will require sedentary activity at a computer with hiring work and day-to-day management of the Emergency Services program. Working Conditions: Outdoor work environment often involves hiking with heavy loads on steep, uneven, slippery trails in weather extremes of very cold to very hot. Bad weather, insects and other discomforts and the hazards of rough terrain are common. Indoor work environment is in a typical office setting. Position will be required to operate government vehicles. A valid state driver's license is required. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
