Job Summary
Plans, coordinates, and supervises the activities of park rangers and park assistants.
Essential Functions
• Oversees Collier County Park Rangers and Collier Beach Parks & Recreation Assistants and their daily operations; directs rangers to be highly visible with high visitor contact; ensures the safety of the public; establishes and maintains positive visitor/participant relations.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Prepares work schedules based upon visitor trends and staff availability; review activity/patrol logs daily to monitor staff’s performance.
• Research products needed for work activities; seeks competitive quotes and bids; requests purchase orders; maintains inventory of tools, supplies, and equipment; orders parts to maintain parking meters and token machines.
• Assists in budget preparation and makes budget recommendations based upon an assessment of section needs; monitors expenses.
• Oversees and manages all revenue collection procedures at beach parks.
• Maintains canoes and canoe trails; creates and maintains pedestrian nature trails according to Greenways and Trails specifications.
• Interprets, applies, and enforces all county, state and federal codes, laws, regulations, specifications, standards, policies, procedures, and ordinances; performs research as necessary; issues warnings and parking citations; appears in court for parking citations, notice to appear, and as a witness for liability claims, and/or prepares and oversees those park rangers who do.
• Communicates with supervisor, other Divisions, staff, public service agencies, government agencies, the public, community organizations, media, educators, peers et al to ensure that services are delivered in a timely and quality fashion.
• Supervises the inspection of beach concessions and ensures ordinances and codes are being followed; issues beach vendor permits.
• Develops and implements parking plan for special events to ensure public safety; controls traffic flow and ensures compliance.
• Conducts and participates in team building meetings to ensure good communications; attends meetings, seminars, workshops, and conferences as appropriate to maintain currency; represents and promotes Parks & Recreation locally and nationally by presenting papers, making presentations, and implementing programs and exhibits; serves on committees as needed.
• Develops, schedules, and delivers a variety of educational programs for schools and private organizations including on and off-site venues; educates the public in the various aspects of nature, environmental education, and compliance to ordinances through education; produces natural history exhibits for display at park sites, special events and professional conferences.
• Develops brochures and signage for park sites; maintains and monitors the inventory of equipment, supplies, uniforms, and materials to ensure availability; initiates requests for new and replacement equipment, supplies, uniforms, and materials; reviews and analyzes competitive bids and price quotes.
• Maintains files; analyzes traffic counts, visitation, beach parking, fee collection and other information to prepare records, reports, and documents relating to area of responsibility; prepares payroll information.
• Returns phone calls and e-mails from the public/visitors; researches and resolves visitor inquiries/complaints.
• Develops, oversees, and implements ranger camps and special needs children and adult programs, schedules park rangers for training and seminars.
• Supervises the operation of equipment assigned to a section.
ADDITIONAL FUNCTIONS
• Performs other related duties as required.
Minimum Qualifications
• High school diploma or GED required.
• Three (3) years of related experience.
• Fingerprinting required.
LICENSES/CERTIFICATES
• Must obtain and maintain CPR/AED, First Aid and Defensive Driving certifications within three (3) months of hire.
• Must obtain and maintain Parking Enforcement, Crowd Control Manager, Citation Training and FEMA training within one (1) year of hire.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

+ Salary offers above the minimum pay grade may be considered based on qualifications.
+ Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
