Summary This position is located in Blue Ridge Parkway, in the Division of Interpretation and Education. Open to the first 100 applicants or until 01/29/2025 whichever comes first. Responsibilities Provides leadership, training, and coaching for interpretive and volunteer staff on a broad range of interpretive programs and products that spotlight the Parkway's human history, biodiversity, geology, the unique design, and recreational opportunities. Provides formal and informal programming for diverse audiences utilizing innovative interpretative techniques. Contributes to and prepares interpretive media including exhibits, site bulletins, videography, and social media posts. Provides curriculum-based programs on and off Parkway as part of the Parks as Classrooms initiative. Works with internal and external customers to assess, address, and resolve recurring visitor concerns in accordance with established procedures. Coordinates the operation of visitor facilities and information desks, including providing direct visitor services, responding to public inquiries, and working in concert with park partners. Tracks and reports visitor use statistics and analyzes audience demographics, needs, expectations and trend data to improve visitor services and programming. Aids in short term interpretive planning efforts in conjunction with higher level Park interpreters and specialists. Duties will be developmental in nature when filled below the full performance level. Work is performed both indoors and outdoors in all types of weather from snow, wind, and rain to sun and heat. Work involves standing for long periods of time, walking over rough and uneven terrain. Area information: The Blue Ridge Parkway extends 469 miles along the southern crest of the Appalachian Mountains through North Carolina and Virginia connecting the Great Smoky Mountains National Park and Shenandoah National Park. This position will be based out of the Highlands District Interpretive offices near Blowing Rock, NC. The Highlands District stretches nearly 100 miles in North Carolina from the Northwest Trading Post south to Mt Mitchell. The district encompasses several developed areas including the Moses Cone Estate, Linville & Crabtree Falls, the Museum of North Carolina Minerals, a section of the Overmountain Victory Trail, 3 Parkway campgrounds, and numerous trail systems offering outstanding recreational opportunities in Western North Carolina. Park Ranger - Interpreters connect people to parks. They play a key role in ensuring that visitors have a meaningful, satisfying, and safe park experience, help visitors decide how to spend their time in the park, and inform them about the wonders that await their discovery. Park Ranger - Interpreters are specially trained to engage the public so that each park visitor can find a personal connection with the meanings and values found in the places and stories of that park. They help visitors explore the many dimensions of parks by introducing them to a variety of perspectives. By providing the opportunity for visitors to care about the places they visit, they promote stewardship and the opportunity for those visitors to care for park resources. National Parks are among the most remarkable places in America for recreation, learning, and inspiration. The work done by Park Ranger-Interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Government housing may be available. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-01/29/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related works. Examples of qualifying specialized experience include park guide or tour leader, law enforcement or investigative work, archaeological or historic preservation research, forestry or fire management in a park, recreation, or conservation area, or management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management or park areas or similar operations. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one year of graduate level study which is directly related to the work of the position. Examples of related education include but are not limited to; park and recreation management, natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. One year of graduate education is 18 semester hours or 27 quarter hours. Examples of related education include, but are not limited to; natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Two years of graduate study is considered to be 36 semester hours. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
