In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. _***_ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) _(Within Minnesota or neighboring states only;_ _telework is not allowed in other states_ _) and flexible hours options are available_ _.***_ The position exists to support to the required components of the state Part C system; including but not limited to the coordination of services through interagency efforts and local level service coordination, the engagement of families and caregivers for ongoing program improvement, professional development and technical assistance. This position will collaborate with the Department of Children, Youth and Families and, with the Departments of Education, Health, and Human Services and other agencies, as necessary, efforts to ensure Minnesota implements the service coordination required under the Individuals with Disabilities Education Act and fully described within the Code of Federal Regulations at 34 CFR 303.302 and 34 CFR 300.111 to ensure that infants, toddlers, and young children with disabilities are identified, located, and evaluated. This position will support the implementation of Help Me Grow system as an effort to support the coordinated outreach and referral as well as updating of the resources and materials associate with coordinated outreach efforts. **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** 3 years of experience working with state or federal workforce or social service programs. Experience must demonstrate: + Early childhood development, the delivery of early intervention services + Knowledge of early childhood special education and federal laws, regulations, policies, and operating instructions relating to Part C laws as they relate to early intervention sufficient to provide expert interpretation of laws, policies, and procedures on a consistent basis for management, other state agencies, and county social services agencies. **Preferred Qualifications** · Strong understanding of the interrelationships between school districts, the counties, the state, and federal human service and educational agencies in early intervention. · Understanding of the child development and family systems theory and practices · Strong oral communication skills in order to delivery presentations · Experience in writing clear and concise technical assistance, narrative reports, grant proposals, correspondence, so that subjects are clearly explained to diverse audiences · Strong organizational, project planning and project management skills. · Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DCYF will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
