Job Description:

Resource Acquisition & Management

Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.Support the capacity building of WV staff, cooperating partners and national government within the specific technical area.Oversee and/or review the work of other support staff and cooperation partner, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.Proactively engage partners in program development efforts, including supporting partner communications during proposal development processes and ensuring that the WVM’s partnership processes for proposal development are adhered to.Participate in negotiate with food and cash aid donors and support offices to ensure the contract terms are satisfactory to World Vision’s needs and ensuring that WV will be able to comply with requirements of all contracts.Coordinate partner narrative and finance reporting processes, including review and feedback.Coordinate and liaise with Food/Cash Manager and WV sector managers/ coordinators in order to develop an integrated program that includes food/cash as a strategic resource. Make representations with donors for funding of these proposals.

Encouragement, development and implementation of the program and personnel capacity building among project staff, volunteers, and partners

Facilitate the collaborative development and delivery of the partner project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant program and support departments for the timely, quality implementation of the plan.Contribute in the process of continuous learning and actively share learning with other teams within the organization  Ensure each team has access to WV’s food/cash training materials including the commodity manual, food monitors manual, pest and rodent control manual, warehouse chart, cash manual and SOP.Develop partner capacity building strategy; conduct commodity management training and Cash and Voucher Programme training as well as training on donor regulation with the help of WVM’s technical team.Understand partner capacity strengthening priorities ensuring WVM identifies opportunities and plans for support. Coordinate organizational development support to partners.Process any complaints from the field and provide feedback on the steps taken to troubleshoot the problem in the back end and provide technical guidance.

Collection of report from all areas and preparation of National office report/ DMT report and Donor reporting

Receive all monthly food and cash implementing reports from all locations with partners. Ensure the transaction of distribution report from all locations are captured in the database and produce the reports in a logical and systematic fashion which ensure quality and integrity of the data.Monitor the data as it is entered into databased and note any discrepancies and check these with the staff in field office and partner.Analyse report from all locations with partners and note potential concerns. Highlight these concerns to the supervisor for further recommendation.Submit all reports to supervisor and donor in a timely manner.Make sure that all staff is conversant with WV requirements and donors standards in commodity handling and cash programme management.Contribute to collating lessons learned in relation to partnership and disseminate these within the WVM to support the organisation’s partnership processes, ways of working, strategy, and direction

Maintain effective networking and partnership with donors and stakeholder perform others activities

Regularly attend food security sector and cash working group meeting or others meeting as required.Regularly attend implementing partner meeting at the WFP office. Represent to local authorities and government and partners’ representatives in professional manner as required.Participate in department meeting other staff forums such as operation forumPerform other tasks as may be occasionally required for quality of food and cash programming.Liaise with counterparts to ensure that all World Vision food/cash received is properly distributed and accounted for, providing guidance, advice and support whenever needed.

Establish Digital Payment System

Conduct financial service provider’s assessment to be able to establish digital payment system and ensure making contract agreement with the help of WVM’s technical teamEngage with selected financial service providers to work on

KNOWLEDGE/ QUALIFICATIONS FOR THE ROLE

Required Professional Experience

Three years experience in actual food/cash aid programme implementationPrevious exposure to Relief and food aid/cash programmingExperience international NGO or UN organizations has added value

Required Education, training, license, registration and certification

University Bachelor Degree in any disciplineMaster Degree in such as Public Engagement, Disaster Management, Development Studies, Community Development is preferred
