REnew
Pacific is a A$75M program over 4.5 years. It aims to scale and expand on the
critical lessons learned in the DFAT-funded Business Partnerships Platform
(BPP) pilot to support DFAT and the Australian Infrastructure Financing
Facility for the Pacific (AIFFP) to address climate infrastructure mitigation,
adaptation and resilience among Pacific states and help Australia be the
climate infrastructure partner of choice in the Pacific
Purpose of Position
The Partnerships & Portfolio Lead is an integral part
of the REnew Pacific program who drives strategic and technical engagement to develop and deliver a portfolio of off-grid
renewable energy projects in the Pacific and Timor Leste. The Portfolio
will include a broad range of off-grid renewable energy projects, working with
a diversity of implementation partners including government, NGO, and private
sector entities. The Partnerships and
Portfolio Lead oversees all technical, commercial and relationship aspects related
to pipeline and project development and implementation, in accordance with of a range of REnew Pacific strategies
and plans including related to Gender Equality Diversity and Social Inclusion, localisation,
co-finance, resilience and financial sustainability, and monitoring, evaluation
and learning. The Partnerships and Portfolio Lead will play a key role in shaping
and implementing overall REnew Program strategy and direction as part of the
management team
Primary Responsibilities
Under the
guidance and direction of the Team Leader, the Partnerships & Portfolio
Lead will:
Project Portfolio:
Lead the operational and strategic oversight for a portfolio of REnew Pacific projects and partnerships across the Pacific and Timor Leste, including conceptualisation, feasibility, approval implementation and monitoringDrive program processes, monitoring progress and key risks, maintaining excellent relationships and keeping the Team Leader and DFAT informed as appropriateRegularly liaise with one or more DFAT Posts to ensure awareness and coordination of the portfolioLead the identification and pursuit of a pipeline of new partnership and project opportunities, including through networks, scoping missions, conferences, and other avenuesContribute to the regular REnew Pacific ‘call for proposal’ process, supporting strategic planning and outreach, assisting with initial reviews, and providing technical assistance to applicants throughout the process, in accordance with the REnew Pacific Grants Management FrameworkEstablish and maintain effective relationships with partner governments, donors including multilateral development institutions, philanthropic organisations, and the private sector in Australia and internationally.Establish and maintain effective relationships with providers and suppliers of technical solutions for renewable energy in Australia and the Pacific, including to ensure Pacific and/or Timor -Leste based firms and personnel participate in project development, design and delivery where possibleSupport monitoring, evaluation and learning activities across the portfolio and lead program level reporting, analysis, and work planning. This will include leading on data use practices across relevant functions and team members, producing monthly dashboard reports detailing project performanceSupport REnew Pacific communications and public diplomacy activities, including industry and partnership events Advise on and oversee partner support activities including training and capacity building
Leadership and Management:
Provide leadership and direction to the wider the Partnerships and Portfolio team (Senior Portfolio Manager, Business and Investment Finance Adviser, Partnership Broker, and Renewable Energy Technical Adviser); motivating, coaching and mentoring others to achieve goals through collaboration, trust-building and creating an inclusive work environment.Continue focusing on professional growth and development, proactively seeking out and acting on feedback in a positive way and developing skills in managing the performance of others (particularly sub-standard performance).Ensure timely and accurate reporting through REnew Pacific systems, including health and safety incidents, fraud and child protection reporting as well as project activity reportingDemonstrate strong negotiation and influencing skills and adapt communication and leadership styles for different audiences to ensure messages are communicated effectively.Lead the development of and oversee and monitor ‘Ways of Working’ for the Partnership and Portfolio Management team and their stakeholdersSupport capacity development across the Partnerships and Portfolio teamRespectfully address conflict and collaborate and build relationships that support our mission and strategic objectives, leveraging expertise from across teams, projects, country offices and regions.Review of relevant communication and media content relating to partners and projectsChampion REnew Pacific commitments such as promotion of gender equality, disability and social inclusion
Other:
Travel locally and internationally, as required. Any other tasks requested by the Team Leader, as appropriate to the incumbent’s experience and qualifications.Advocate for Australian development priorities.Comply with, and advocate for, DFAT’s policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards. the evolving nature of our program, it is possible that the incumbent may be
expected to undertake duties that fall outside the remit of their original
Terms of Reference as reasonably required to ensure the ongoing success of the
program
Reporting Requirements
This role reports into Partnerships & Portfolio Lead. Reporting requirements may include but are not limited to:
Attendance at team meetings, other requested meetings and regional meetings (e.g. townhalls).Regular (minimum of monthly) one to one meetings with your line manager on the status of personal Key Result Areas (KRAs), career development discussions and any other matters.Palladium encourages flexible work practices to enhance wellbeing, productivity and team culture.For this role, we require that employees maintain an in-office presence for at least 50% of their working week.For example, if an employee works five days a week, they must spend at least three days physically in the office.
Minimum Education and Experience Required
A degree in engineering, energy systems, environmental or natural resource management, international development or other relevant disciplines or equivalent level of experience.Demonstrated knowledge of renewable energy projects and systems, with a focus on the Pacific highly desirableDemonstrated leadership in project portfolio management and partnershipsFinancial acumen and experience assessing feasibility of project proposalsHigh level strategic planning and business development skillsDemonstrated experience in managing teams and delegating tasks for efficient deliveryHighly developed information management and analytical skills, evidence-based judgement, ability to prioritise, and work calmly under pressure.Demonstrated ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities.Comfortable working in changing circumstances and within multicultural settingsExcellent written and oral communications skills with demonstrated experience in using communications strategically for advocacy purposes.Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context
