As an assistant Pavement Management Engineer, you will be responsible for performing various duties, under the supervision of the Pavement Management Engineer, to provide a safe, high-quality, and efficient transportation system. You will assist the Pavement Management Engineer in maintaining and developing the State’s Pavement Management System by ensuring our pavement database is properly updated with all current information. You will conduct comparative analysis modeling to ensure the state’s pavement rehabilitation projects are selected and performed efficiently. Human Resource Contact: 307-777-4467 ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. + Assesses the relative condition of the pavements, forecast future conditions, and propose recommended work based on budgetary constraints + Utilizes knowledge of pavement condition, deterioration, and maintenance strategies, runs comparative analysis modeling based on budgetary constraints to optimize funding for ranking and selection of preservation, rehabilitation, and reconstruction projects + Generates and maintains cost for deterioration and cost modeling + Enters construction history into database + Utilizes knowledge of computer development applications to customize pavement management programs + Review pavement management program modeling results for completeness, usefulness, and accuracy + Collects, maintains, generates imports, and submits data for annual pavement condition submittal to FHWA’s Highway Performance Monitoring System (HPMS) + Generates pavement management reports and provides pavement data for other WYDOT programs + Assists in maintaining a database of asphalt smoothness testing and friction testing, and verifies pay factor calculations + Review outputs and investigate corrective actions which could include performance model changes and treatment effects + Oversees the collection and importing of pavement condition data and highway features into the pavement management system; conducts quality control checks of this information + Prepares and communicates pavement information to pavement design staff + Maintains and manipulates databases, utilizes network-wide performance models used for system analysis; provides technical support on widely-used department software programs Qualifications KNOWLEDGE: + Knowledge engineering principles related to pavement management system + Knowledge of computer systems, and maintenance management practices + Knowledge of pavement inspection techniques and equipment operations + Knowledge of technical data recording and analysis + Knowledge of Microsoft Excel and SQL scripting language + Knowledge in the fundamental principles and concepts of computer systems, system integration, hardware and database communications, and operations + Knowledge of authoritative reference materials in the field of engineering MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (in Engineering) Experience: 0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineer I. Certificates, Licenses, Registrations: Engineer in Training (EIT) License or Fundamentals in Engineering (FE) Required.
