Purpose Lead and direct full payroll function to ensure accurate and timely processing of payroll and applicable taxes, in compliance with government regulations. Responsibilities Leadership and Direction Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance. Provide oversight and direction of department or business unit including strategy, budgeting, staff, and deliverables. At the Operational and Company Level Develop and implement payroll methods, procedures, and internal controls. Manage communication of policy and procedures to ensure timely and accurate employee submission of payroll-related information including weekly timesheets, tax withholding elections, and state/country residency changes. Create ad hoc reports on earnings, taxes, and deductions as required by management. Do the Work Review and approve payroll deductions, interpret company policies and government regulations in connection with payroll procedures, and direct preparation of government reports. Manage the payroll function of processing timesheets, compiling payroll statistics, maintaining payroll control records, recording hours of work, and calculating payrolls. Analyze department budget to identify budget needs and/or reductions and allocate operating budget funds. Interpret and communicate applicable company policy to employees. Analyze payroll for accuracy. Oversee and assist payroll team with the processing and reconciliation on a biweekly basis of the following: Prepare and issue paychecks. Follow up with staff on submission of timesheets. Calculate and audit timesheets and make corrections as necessary. Establish and maintain payroll files in accordance with audit requirements. Maintain records of leave and nontaxable wages. Respond to employee inquiries regarding payroll matters. Research payroll tax issues and manage tax applications. Process new hires, terminations, manual/out of cycle checks, bonuses, salary adjustments, garnishments, and new hire state reporting. Reconcile general ledger accounts related to payroll. Create basic ad-hoc reports on earnings, taxes and deductions as required by management. Basic understanding of financial reports and metrics. Data analysis and interpretation skills. Qualifications Bachelor's degree in Accounting or related field required. Fifteen or more (15+) years of experience handling computerized, multi-state payroll administration (preferably in-house) and knowledge of payroll laws and regulations in multi-state environment. Three or more (3+) years of supervisory/management experience. Proven experience managing payroll operations in a mid-to-large public company, including demonstrated expertise in Sarbanes-Oxley (SOX) 404 compliance. A strong understanding of corporate governance, internal controls, and regulatory requirements in a corporate environment is essential Advanced Excel skills in reporting, data analysis, data manipulation, formulas, and pivot tables. Strong computer skills, including familiarity with imports/exports. Certified Payroll Professional (CPP) certification strongly preferred. Experience with UKG Pro and Deltek Vision required. Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), FAR, Labor and Payroll Laws. Physical Demands and Working Environment Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic. Mobility around an office environment. Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Occasional lifting or carrying up to 20 pounds. Occasional pushing or pulling up to 20 pounds.
