License and Certification Qualifications: None required.Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.Experience Qualifications: Five years of payroll and/or accounting experience required. Payroll experience with PeopleSoft or a similar system preferred.Skills Qualifications: Ability to write reports and business correspondence; ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions; ability to solve practical problems; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form; ability to maintain detailed and accurate records; strong organizational skills and the ability to multitask in a high-volume processing environment; ability to exercise independent judgment; excellent public relations skills; ability to represent Gwinnett County Public Schools in a positive and professional manner; strong computer skills with a working knowledge of Microsoft Office required; and knowledge of PeopleSoft preferred.Primary Responsibilities: Maintain and support the PeopleSoft payroll processes by meeting issued deadlines for all payrolls, providing lead assistance to payroll and benefit processors, and overseeing retirement reporting, corrections, and audits for the Payroll Services Department.1. Provide lead assistance for payroll salary processing and employee deductions. a. Review and process PeopleSoft salary calculations.b. Act as the liaison with the Compensation Administration Office and Benefits and Leave Administration Office concerning salary cut-offs, audits of salary calculations, leave data, and benefit processing.c. Support payroll staff in processing salaries and employee deductions during high volume months.d. Work with payroll staff to ensure all payroll schedules are met in a timely manner.e. Ensure employee salary, deductions, and leave accuracy through query processing.2. Perform necessary procedures and processes for assigned periodic payrolls.a. Key all maintenance on payroll with accuracy and speed.b. Work with payroll staff, school locations, and the central office to meet all payroll schedules.c. Initiate the PeopleSoft payroll runs.d. Verify payroll data and make corrections and/or adjustments as needed. 3. Perform retirement reporting duties for the Payroll Services Department.a. Audit retirement/benefit program report to ensure accurate reporting.b. Submit monthly adjustments and salaries to the Employees Retirement System (ERS) via internet applications.c. Submit monthly adjustments and salaries to the Teachers Retirement System (TRS) and Public School Employees Retirement System (PSERS) via PeopleSoft applications.d. Work with the Retirement Services Department to implement proper salary, retirement plans, and benefits for returning retirees.4. Administer PeopleSoft earnings and deduction uploads.a. Process coaching, department chair, extended day/year, and vocational supplements through spreadsheet entry and PeopleSoft upload process.b. Process period payroll deductions through PeopleSoft interface programs.5. Perform salary death payments. a. Calculate last check payments for deceased employees.b. Submit proper documentation to the Benefits Administration Office for correspondence to surviving family.c. Submit check requests to accounts payable for check issuance upon receipt of deceased documentation. 6. Process manual check issuances, reprints, and stop payment requests. a. Calculate, verify, and confirm manual check requests.b. Initiate stop payments for lost checks through the banking institution website.c. Report check issuances and reprint information to appropriate departments for reporting and balancing purposes. 7. Provide world-class customer service for the Payroll Services Department.a. Research, review, and respond to customer inquiries in an accurate and timely manner.8. Perform other duties as assigned.
