Payroll Supervisor

This position is responsible for managing payroll processing, time & attendance and Stock Administration operations. Establishes policies and processes that ensure accurate calculation of wages, tax withholdings, and company deductions. Interfaces between finance and human resource departments to provide accurate and useful information. Develops and produces payroll-related statistical reports. Ensures accurate and on-time governmental reporting and compliance. Oversees the activities and training of both professionals and support staff. Directs the resolution of complex issues or errors.

 

MAJOR JOB RESPONSIBILITIES

Directs and manages administration of payroll, stock administration, and time & attendance.  Manages coordination of all information maintained in the various systems to create reports that support all department functions, policies and processes including accurate data entry and file maintenance. Evaluates existing processes and procedures and develops specific recommendations for improvement or modification.     Supervises all payroll processing related activities including the filing of required reports including federal, state and unemployment taxes.  Facilitates employee's understanding of payroll procedures and guidelines ensuring compliance with all applicable Federal and State laws.   Manages the payroll databases, employment information and employment files in accordance with existing policies and procedures and government laws and regulations.    Works with internal stakeholders and HRIS Analyst team (IT, Project Management, etc.) to ensure system integration and compatibility.  Oversees testing of system, conversion of data and implementation of new system processes.  Manages relationship with payroll vendors to ensure satisfaction and resolution of problems or concerns.  Trains other employees on system access, utilization and reporting tools.  Creates and revises the audit process for HRIS maintenance, which includes reviewing, updating and purging reports system wide.  Creates reports to audit accurate data entry and file maintenance.    

Participates in special projects.  Develops formal plans for carrying out assigned projects using appropriate planning methods.  Directs and executes assigned projects including data collection, project design and development.  Makes appropriate recommendations and ensures effective implementation.    
 

SUPERVISORY RESPONSIBILITIES

Directly supervises payroll staff.  Carries out supervisory responsibilities in accordance with the bank's policies.  This includes interviewing, hiring, training and managing employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; and addressing and resolving employee complaints and concerns.

 

SKILLS AND TRAINING

       Demonstrated proficiency in computer operations, particularly Microsoft Office and ADP        Maintains current knowledge of applicable Federal and State wage and hour laws.        Ability to establish and maintain effective working relationships with executives, managers,        accounting and legal staff, employees and outside auditors and vendors.        Ability to comprehend, analyze and interpret financial reports, and legal documents related to        employee benefits programs.        Ability to define problems, collect data, establish facts and draw valid conclusions.        Ability to exercise independent judgment and make decisions in a manner consistent with the job        functions.  Ability to remain composed and make appropriate decisions under stressful        Excellent written and verbal communication skills.        Ability to shift attention quickly and accurately from one matter to another.        Ability to plan, organize and prioritize multiple projects for timely completion.

 

EDUCATION

       Bachelor’s degree preferred

 

WORK EXPERIENCE

       5 or more 10 years directly working in Payroll and managing staff

 

WORKING CONDITIONS

       Work is mainly performed in a normal office environment.  Noise levels usually are moderate.

 

HAZARDS

       The hazards are only those present in a normal office setting.

 

Travel: Travel to other offices may be required as needed.
