General Purpose
The System Operator at PCC monitors and controls the electrical system and alarms, issues holds, clearances and assurances, operates computerized systems (i.e. EMS/SCADA, CADOPS and COMPASS), prepares and executes switching orders, maintains accurate logs and performs dispatching duties as assigned. A System Operator is a qualified Journeyman or non-journeyman meeting the pre-qualifications in Section 14.2.9 and who has successfully completed the System Operator training program.
After hours call-out for the work described above shall first be to the System Operator, second the Leads, and third to the General Foreman.
Responsibilities
A System Operator is an electrically trained person with a current NERC certification who has a functional understanding of substation equipment and line equipment operation, has a clear and thorough understanding of switching processes, and can provide routine and emergency instructions for clearances, assurances, holds, paralleling feeders, charging authorizations and miscellaneous switching procedures.
Must have unexpired NERC certification Must have a High School Diploma, GED, or proof of equivalent and be a member of IBEW Local 125 in good standing or eligible to join membership. Competency in the operation of SCADA, CADOPs/netCADOPs, distribution operations systems and related technologies. Demonstrated ability to analyze power outages via SCADA and field input. Familiarity with Word, Excel, and COMPASS, switching orders and scheduling software. Ability to maintain an accurate system log of all pertinent conditions and activities affecting the assigned area in a timely manner. Acceptable verbal, written and word processing skills and be capable of authoring clear, accurate and concise switching procedures using common electric utility dispatching and operating terminology. Thorough working knowledge of APM/Safety Orders and be able to respond promptly to requests for assistance from emergency agencies such as fire, police, medical, etc.
Preferences
Bachelor's degree in Electrical Engineering, or will consider electrical theory, applied technical job experience, demonstrated physics aptitude or combination of education and experience.
