Key Responsibilities:

To provide guidance and technical support aimed at enhancing the MEER [Middle East & Eastern Europe] Regional HR initiatives and supporting Field Offices. To ensure the implementation of People & Culture (HR) strategies, priorities, policies and procedures in alignment with World Vision Partnership P&C standards.

To coordinate People & Culture services for the MEER Regional Office staff and ensure full compliance with P&C policies and procedures that align with World Vision International, regional, and local legal standards. Provide professional guidance to staff on a range of People & Culture matters , including recruitment, employee life-cycle P&C policies and procedures,  including supporting P&C regional teams on managing local compensation, benefits, and job evaluations.

A. People & Culture (HR) Subject Matter Expert

Provide guidance/technical expertise to management and employees (including hosted staff) on People & Culture/HR issues, employment law, and develop new programs and initiatives to meet management needs.

Support in standardization of policies, the simplification of some,  ensuring alignment of Regional Office local law regulations through contextualization, annual review of P&C related policies, procedures, forms, and systems.

Assist in providing interpretation and advice to the business regarding policies, process and procedures.  

Develop, review and update MEER Regional P&C policies, procedures and guidelines in compliance with the WV International policy standards and local labour laws.

Ensure/overview accurate and complete employment documents are maintained for regional office employees – hiring contracts, end of employment documents in alignment with WV policies and local law regulations.

Provide technical expertise/ advice to line managers and staff on P&C processes and organizational policies and practices.

Build awareness of staff on employee relations protocol, policies and procedures and ensure the same is understood and used appropriately.

Build capabilities of P&C teams in the region on P&C matters through one-to-one support and training delivery.  

Support the MEER National Offices P&C Teams to ensure that policies, procedures and waivers are well defined and in compliance with WV and local policies and applicable to external context and compatible with external regulations.

Support MEER National Offices to verify Hay-Grade job evaluations for new or revised Job Descriptions (2nd level of Job grading validation)

B. Staffing Solution: (Recruitment, Orientation and Onboarding)

Provide technical support and/or coordination support in recruitment, orientations and onboarding operations with Regional Office hiring managers. These includes facilitating the orientation process of new staff and ensuring that all Regional P&C core documents are signed and filed.

Coordinate and participate in staff interviews sessions when required and provide guidance to the interview panel members on the required compliance of WV recruitment standards of integrity and transparency.

Partner with World Vision Global Center (GC) for recruitment of any GC hosted staff and ensure that all procedures are completed as per policy and standards.

Manage the local exit processes per the organizational requirements and local laws.

C. Compensation and Benefits Administration and Processing

Analyze salary survey data to make appropriate recommendations to the P&C Director on staff salaries and HAY grade levels, ensuring a competitive market position.

Ensure transition of staff during the exit process and payment of terminal dues.

Review and submit payroll to outsourced vendor for salary payment.

Support in managing International Assignee(IA) benefits on matters relating to IA’s benefits and other international staff processes.

Review International Assignees payroll and address staff queries with GC International Payroll

Coordinate transition of international staff during the exit process

Support and provide guidance to MEER National Office P&C Leads around analysis of salary surveys and design of salary scales according to HAY grade levels.

D. Legal Matters

Coordinate with external law firm to ensure compliance of Regional Office (Cyprus) activities with local laws.

Act as the focal point for the Personal Data Protection (GDPR) and ensure compliance with regards to the implementation of Regulation (EU) 2016/679 (GDPR) and other laws aiming at the protection of individuals with regards to the processing of their personal data.

Support the process of all immigration and work visa applications and renewals for International Assignees or 3rd Country Nationals in the Regional Office.

Liaise with local authorities with regard to immigration, social insurance etc

E. Other

Be familiar with audit requirements for P&C and act in a way that audit risks are at minimum.

Adhere to WV Adult Safeguarding policy and standards and stay committed to WV vision statement and core values.

Contribute to a healthy team spirit and team work.

Maintain relationships with other MEER and GC P&C practitioners.

Perform other duties as assigned by the direct supervisor.

Required Knowledge/Qualifications for the Role:

Minimum 8-10 years of experience in Human Resources with medium business/medium NGO/government agency.

University degree in Human Resources, Law, Social Sciences, Psychology or a related field.

Professional certification in HR in locally or internationally recognized HR institutions is a plus.

Ability to work independently under pressure, being self-motivated and detail oriented.

Excellent communications skills.

Quick learner, agile, flexible and adaptable.

Ability to demonstrate sound judgment and work with little supervision under the virtual working relationships.

Ability to contribute to the healthy team spirit within the virtual teams.

Ability to work and coordinate with colleagues remotely.

Ability to prepare and deliver presentations/trainings to diverse groups on P&C matters.

Thorough working knowledge of office and HRM systems.

Computer aptitude and experience with word processing, database management, and spreadsheet software

Ability to maintain and build positive relationships with colleagues, across the MEER region.  

Emotional maturity and ability to deal with matters of strict confidentiality.

Excellent organizational and planning skills.

Excellent knowledge of local labour law and related legislation.

Experience in dealing with Legal and Governance related issues within the organization.

Fluency in Greek and English.

Experience of work in an INGO setting and past exposure with the international working culture and practices is an advantage.
