PeopleSoft HCM Upgrade Manager

This position will manage the upgrade / reimplementation of PeopleSoft HCM 9.0 system of the District to Version 9.2. A sample of duties of the project manager will include the following:
* Will lead a team of functional and technical resources to upgrade the District’s installation of PeopleSoft HCM to the latest version (9.2). The upgrade will focus on removing existing customizations from the system and focusing on configuration versus customization for new functionality; as such, extensive experience with custom software development and configuration is key to success at this position.
* The Project Manager Performs project management and leadership functions associated with all aspects of assigned project lifecycle including; business requirements analysis, business process improvements, solution architecture, solution design, solution development, business change management, solution testing, training, deployment, and post-deployment support through the application of proven project management techniques, methods and tools.
* The Project Manager will prepare and present project information to stakeholders, executive sponsors and upper management. S/he will act as an authority, role model and/or mentor on technical, project management and team management issues. Ensures ultimate success of the project Performs related duties as assigned.
* The Project Manager will lead all efforts in assessing the existing technology and integration components of the upgrade, and provide leadership in functional and technical design sessions to both the functional SMEs and developers.
* The Project Manager will work directly with stakeholders in all partnering agencies (including, but not limited to, the DCHR, OPRS, DCPS, as well as other agencies). This work will include, but not be limited to, requirements and information gathering sessions, regular status reports, ad-hoc meetings at all levels (working level, and executive level) to provide information on the status of the project and specific interventions during the upgrade.
* The Project Manager will be responsible for directing, coordinating and managing small-to-mid size teams in the separate modules of PeopleSoft such Core HR, Payroll, ePerformance, e-Learning, recruitment, Commitment Accounting, and Time and Labor. These teams are made up of specialized business and technical professionals including functional SMEs (subject matter experts), software designers and developers, as well as representatives from stakeholder agencies including, but not limited to, DCHR.
* The Project Manager will oversee the technical aspects of the upgrade implementation and will provide guidance and detailed status reports on the upgrades of different technical areas (PeopleTools, Image Upgrades, database Upgrades). The Project manager will oversee and coordinate all activities related to the technical upgrade.
* The Project Manager will work with technical resources in software architectural design decisions, leading code review sessions and working with the upgrade technical lead to ensure consistency and coding standards.
* The Project Manager will work with the Change Management Team to prepare and undertake all change management activities with the stakeholders.
* The Project Manager will lead the data quality and testing teams to ensure that upgrade data quality is in place, and all issues are resolved. The PM will also coordinate testing efforts with the internal testing team at the CTO’s office.
* The Project Manager will create or modify procedures to solve complex or abstract problems for which no existing or insufficient policies or processes exist; guide others in solving complex or abstract business or system problems; use innovative problem solving and critical thinking approaches to proactively solve a broad range of problems across multiple information technology platforms and business subject areas.
* The Project Manager will negotiate and persuade project stakeholders with diverse perspectives to gain cooperation and achieve customer objectives. Provides continuous assessment of progress, identifying potential issues and initiating appropriate risk mitigation activities. Effectively communicates project status, issues, and recommends strategy adjustments to project stakeholders and executive sponsors.

* Strong knowledge of project management techniques and contemporary information technology development methodologies.
* Experience in one or more cross-functional technical domains (included, but not limited to PeopleSoft).
* Strong experience in all aspects of full software development lifecycle (SDLC)
* Strong database (RDBMS) architecture and design skills
* Professional qualities including strong organizational skills, strong problem-solving and analytic skills, ability to effectively deal with ambiguity, strong understanding of business process, strong business acumen, perseverance and strong drive for results.

Preferred
* Familiarity with DC Government operating procedures and PeopleSoft functional areas
* Familiarity with the current installation and customizations of PeopleSoft system in the District
* Deep technical expertise in custom software development, preferably at both architect and developer levels, for both back-end and front-end systems.
* Knowledge of PMI methodology
Education
Graduation from a four-year college or university with a degree in computer science or related field, or equivalent education. Master of Business Administration degree preferred.
