JOB DESCRIPTION

Act as administrative staff to the HRMDS – Office of the Director and provide administrative technical support to the HRMDS. The ADAS V shall act as the data management officer of the HRMDS-OD, he/she shall ensure that the repository of documents received in the HRMDS email is updated and safe kept. He/she shall also ensure that the various reportorial requirements of the HRMDS that are collected through the various data officers of HRMDS are managed and safekept in time for the crafting of reports. Subsequently the ADAS V shall be expected to perform the functions of the Designated Procurement Officer (DPO) and the alternate budget officer of the HRMDS. The ADAS V will also be responsible in drafting/monitoring/managing the HRMDS Project Procurement Management Plan (PPMP) as well as be well versed with the HRMDS Work and Financial Plan (WFP). He/She will also be expected to draft correspondences, letters and other communications as deemed necessary by the HRMDS Director, he/she shall also coordinate with other HRMDS divisions in ensuring that all procurement activities of the HRMDS are in order and accomplished within the timeline.

Functions and Responsibilities:

Acts as the Data Management Officer of the HRMDS-OD. Acts as the Designated Procurement Officer of the HRMDS. Prepares the HRMDS PPMP within the prescribed timeline. Assists in the preparation of the annual work and financial plan of the HRMDS with the designated budget officer. Ensures monitoring of procurement activities in line with OPC targets and deliverables Prepares and edits communications, correspondences, memoranda, reports, and other documents; Arranges and coordinates meetings and events; Prepares minutes of meetings. Liaises with other Divisions on matters regarding procurement and/or budget management. Maintains confidentiality and privacy of information with the Data Privacy Act; Do other related tasks as may be assigned from time to time.

Job Outputs:

Data repository for HRMDS reportorial requirements; Records repository on documents received throught he HRMDS email; Project Procurement Management Plan (PPMP); Work and Financial Plan (WFP) (whenever the primary Budget officer is not available); Letters and/or memoranda; Monitoring tools for procurement activities; and Other documentations as necessary.

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;

9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and 

10.  Performance Rating in the last rating period or its equivalent, as may be applicable (For those applicants from the public sector vying for promotion, a performance rating is required).

Internal (including COS workers) and external applicants from the public sector:  Latest and duly approved Individual Performance Contract Rating (IPCR).
