JOB DESCRIPTIONUnder immediate supervision of the TAAORSS Division Chief; To provide technical assistance related to finance and procurement specific to TAAORSS at the SWIDB and its counterpart at the Field Offices; With broad knowledge in finance and procurement management, the role shall assist in ensuring that rules, standards, policies and guidelines set by regulatory bodies are strictly observed or applied and TAAORSS Work and Financial Plans and Procurement Plans are being implemented accordingly.
Functions and Responsibilities:
1. Ensure the preparation and consolidation of the TAAORSS-specific WFPs and monthly disbursement plan (MDPs) of the program and its counterparts in the Field Offices;
2. Ensure the preparation and consolidation of the TAAORSS-specific Annual Procurement Plan and Project Procurement Management Plan of the Bureau and its counterparts in the Field Offices;
3. Monitors the implementation of TAAORSS Program and its counterparts in the Field Offices;
4. Provide technical assistance in the work and financial planning and monthly disbursement planning, in coordination with other divisions;
5. Review availability of funding and approved budget revision requests of concerned divisions and Field Offices;
6. Analyze actual budget utilization data as input to budget programming at the Bureau;
7. Analyze and consolidate the Field Offices actual budget utilization and cash disbursement and provide feedback to reasons for under/over utilization, if any;
8. Perform budget secretariat functions for the TAAORSS Fund of the Bureau;
9. Advise the Bureau on major budget and procurement matters;
10. Liaise with the procurement, accounting and budget offices at the DSWD-CO;
11. Monitor the progress of the WFP and MDP
12. Monitor the progress of the APP and PPMP;
13. Perform other related tasks that may be assigned from time to time by the Division Chief.

1. Consolidated Work and Financial Plan (WFP) and Monthly Disbursement Plan (MDP)
2. Consolidated Project Procurement Management Plan (PPMP), and Annual Procurement Plan (APPs)
3. Consolidated Disbursement Plan

8.Authenticated copy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
9.Performance Rating in the last rating period or its equivalent, if applicable.
Note: For internal (including COS workers) and external applicants from public sectors, latest and duly approved Individual Performance Contract Rating (IPCR) is required.
