JOB DESCRIPTION
Under general supervision and with some latitude for the exercise of independent judgment, performs professional and technical work in the conduct of activities and the implementation of the Workforce Planning Functions, such as but not limited to facilitation of requests for personnel movement as provided by the CSC MC 14, s. 2018 or ORAOHRA, Revised 2018, Review of DSWD Workforce Analytics, Secretariat of the Central Office Technical Working Group for the Guidelines in Determining Public Social Workers, and focal for the Devolution Transition Plan.
Functions and Responsibilities
1.Reviews request for issuance of Special Order for designation, reassignment, detail and other personnel movements and prepares recommendations and appropriate Special Order;
2.Prepares guidelines pertaining to position classification and personnel/human resource movement.
3.Monitors personnel movement for the timely issuance of appropriate Special Order;
4.Updates the Special Order Database for all the personnel movements;
5.Reviews and Standardizes the Competency based-job descriptions of positions;
6.Represents the Division in the National Inspectorate (NI) Visit to DSWD Field Offices Centers and Residential Care Facilities and provides the needed technical assistance and reports;
7.Acts as secretariat to the HR committees, technical working group/s, office committees, etc. as assigned and provides feedback reports/updates;
8.Prepares documentation reports, minutes of the meeting and feedback reports on HR related activities;
9.Prepares analysis of generated data and reports of the departments for future references for process/systems improvements;
10.Does research, data mining to gather information and data needed by the Service;
11.Acts as the primary focal person on PRIME-HRM;
12.Provides technical support to the Field Offices/Offices/Bureaus/Services/Units on workforce planning implementation; and
13.Performs other related tasks as assigned or required.

9.Performance Rating in the last rating period or any of its equivalent, if applicable.
