PREFERRED QUALIFICATIONS

Education

:

Bachelor’s degree either in Psychology, Human Resource Management and Development or Organizational Development and other related courses

Experience

:

Two (2) years relevant experience in recruitment, selection and placement or relevant CSC rules and regulations 

Training

:

At least eight (8) hours relevant training in recruitment, selection and placement or relevant CSC rules and regulations

JOB DESCRIPTION

Under the direction of the HRPPMD Division Chief, performs technical functions on Recruitment, Selection and Placement (RSP) specifically on provision of secretariat services to the Central Office Human Resource Merit, Promotion and Selection Board (CO-HRMPSB), evaluation of applications, monitoring of the efficiency of the Hiring Process and other related tasks on the implementation of services, policies, and programs of RSP.

Functions and Responsibilities:

1.     Act as CO-HRMPSB Secretariat and carry out the following tasks:

-        Reviews HRMPSC Resolutions

-        Conducts Background Check if necessary

-        Conducts Complete Staff Work before the scheduled CO-HRMPSB deliberation

-        Prepares and posts notice of shortlist

-        Prepares appointments, CO-HRMPSB Resolutions and endorsement memo

2.     Monitors the filling up of positions for Permanent, Contractual, Casual and Coterm

3.   Drafts policies, guidelines and business processes pertaining to talent assessment and evaluation unit;

4.   Implements and evaluates policies/guidelines in relation with CSC PRIME HRM

5.   Evaluates applications received vis-a-vis the competency based job description; 

6.   Provide Technical Assistance to Field Offices and Central Office

7.   Prepares letters, memoranda and other communications

8.   Perform other related human resource functions

Initial Shortlisting:
