Experience

Two (2) years relevant experience as Human Resource Officer specializing on Recruitment, Policy Writing, HRMIS administration, and Internal Quality Audit

JOB DESCRIPTION
Under general supervision, implements the recruitment, selection and placement processes of the Department specifically on filling-up of vacant positions, provides key technical skills, development of HRMIS Recruitment Module, expertise on Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM), and acted as HRMDS internal quality auditor for the Department.
Functions and Responsibilities:
1.Reviews, formulates, recommends and implements guidelines, policies and strategies for Recruitment, Selection and Placement;
2.Reviews the request for publication from various offices in the Department for vacant permanent and contractual positions and publish it to CSC website, DSWD Job portal and other social media platforms;
3.Prepares invitation letter to next-in-rank personnel;
4.Acts as Central Office Human Resource Merit Promotion and Selection Board Secretariat;
5.Reviews resolutions and recommendations from Offices/Bureaus/Services/Units (OBSU) and drafts resolutions, endorsements, appointments and other documentations pertaining to the filling-up of vacant positions;
6.Monitors and updates status of vacant positions and other databases for reference in generation of reports;
7.Provides/recommend inputs on the development of the HRMIS Recruitment Module;
8.Provides/conducts completed staff work, coordinates with OBSU and oversight agencies on the preparation and consolidation of evidence requirements under RSP for PRIME-HRM accreditation;
9.Prepares project proposals for RSP Activities/Trainings/Workshops;
10.Provides Technical Assistance and acts as Resource Person (if necessary) to OBSUs and Field Offices for recruitment, selection and placement processes;
11.Evaluates, take action, prepare responses and act on queries regarding RSP concerns in accordance with CSC issuances and DSWD existing guidelines and policies;
12.Prepares draft letters, memoranda, recruitment reports and other communications;
13.Prepares RSP related reports and support/develops RSP related initiatives;
14.Acts as HRMDS Internal Quality Auditor;
15.Prepares Internal Quality Audit Checklist, Audit Report, and Summary of Audit Report; and
16.Performs other related human resource functions.

8.Authenticated copy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
9.Performance Rating in the last rating period or its equivalent, if applicable.
Note: For internal (including COS workers) and external applicants from public sectors, latest and duly approved Individual Performance Contract Rating (IPCR) is required.
