JOB DESCRIPTION
The Administrative Officer II shall perform technical functions in the Procurement Management Division. He/She is expected to assist the Section Head in the implementation and process of procurement activities.
Functions and Responsibilities:
1. Prepare the minutes of the meeting of procurement activities;
2. Ensure that prior to posting of the Request for Quotation (RFQ), Request for Proposal (RFP) or Request for Expression of Interest (REI), the necessary documents (e.g. Purchase Request, Project Proposal, Terms of Reference have already been duly approved and that the procurement at hand is included in the Project Procurement Management Plan (PPMP) of the requesting party.
3. Meticulously review the specifications of the subject procurement as to its completeness.
4. Posting of the RFQ, RFP, or REI, as may be required by the procurement guidelines of the concerned International Funding Institutions (IFIs) (e.g., World Bank, Asian Development Bank, among others) in the PhilGEPS and DSWD Websites, including foreign website as may be required.
5. Inform the designated Procurement Officer-In-Charge of the Procurement Management Division (PMD) once the RFQ, RFP or REI is posted for the latter to invite prospective suppliers, service providers or consultants.
6. Closely coordinate with the designated procurement officer-in-charge relative to a particular procurement at hand for purposes of collecting and collating the quotations received, within the minimum prescribed posting period, from suppliers, service providers or consultants.
7. Accurately prepare the Abstract of Quotation (AOQ) by checking and reviewing each and every quotation received. Likewise, undertake the verification with any supplier, service provider or consultant if there are details in the quotation of the latter which need to be clarified.
8. Post the Award Notices, Purchase Order, Contracts, as the case maybe at PhilGEPS and DSWD Website for every successful bidding and/or procurement results.
9. Prepare office communications, correspondences, and reports as may be required by the management and/or oversight agencies.
10. Perform other related duties and responsibilities as may be assigned by the AS-PMD Director, the Bids and Awards, Committee (BAC), and/or the BAC Secretariat Head.

9. Packaging the Bidding Documents with Complete Documents.
10. Prepare and Collate the Materials (Provisional Agenda, Other issue to be discussed by the BAC) needed during the BAC Activity

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

(i) For those applicants from the public sector vying for promotion, a performance rating is required.
