JOB DESCRIPTION

Under general supervision, serves as the Secretariat to the Central Office Human Resource Merit Promotion and Selection Board (CO-HRMPSB) and is responsible for reviewing and evaluating the documents submitted by the OBS-HRMPSC in accordance with existing guidelines on the filling of vacant positions of the Department. Ensures the accuracy and completeness of the CO-HRMPSB Resolutions, Minutes of Meetings, Appointments, and other related documents, and performs other related duties as may be required.

Functions and Responsibilities:

1. Evaluates applications received vis-à-vis the competency based job description of the position;

2. Prepares longlist of applicants;

3. Reviews and assesses the pertinent documents submitted by the Central Office Offices/Bureaus/Services-Human Resource Merit Promotion and Selection Committee (OBSHRMPSC) based on the existing and applicable guidelines in the filling-up of vacant positions;

4. Functions as CO-HRMPSB Secretariat to present the process undertaken of OBS-HRMPSC for every permanent position;

5. Acts as Alternate Secretariat to the HRMDS-HRMPSC;

6. Drafts Minutes of Meeting during CO-HRMPSB Deliberation;

7. Prepares Resolution, Notice of Shortlist and Appointment;

8. Acts as Employee Onboarding Coordinator;

9. Monitors the implementation of New Employee Onboarding Program in CO-OBSUs and Field Offices;

10. Conducts Exit interview and prepares necessary reports;

11. Monitors and updates status of vacant positions and other databases for reference in generation of reports;

12. Provides/conducts completed staff work, coordinates with OBSU and oversight agencies on the preparation and consolidation of evidence requirements under RSP for PRIME-HRM accreditation;

13. Reviews, formulates, recommends and implements guidelines, policies and strategies for Recruitment, Selection and Placement;

14. Prepares project proposals for RSP Activities/Trainings/Workshops;

15. Provides Technical Assistance and acts as Resource Person (if necessary) to OBSUs and Field Offices for recruitment, selection and placement processes;

16. Evaluates, take action, prepare responses and act on queries regarding RSP concerns in accordance with CSC issuances and DSWD existing guidelines and policies;

17. Prepares draft letters, memoranda, recruitment reports and other communications;

18. Prepares RSP related reports and support/develops RSP related initiatives; and

19. Performs other related human resource functions.
