JOB DESCRIPTION
Under general supervision, implements the recruitment, selection and placement processes of the Department specifically on filling-up of vacant positions and provides key technical skills and expertise on Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM) for the Department.
Functions and Responsibilities:
1. Facilitates and reviews documents for the filling of Division Chief–level positions;
2. Serves as Head Secretariat to the HRMDS–HRMPSC and as Secretariat to the CO Human Resource Merit Promotion and Selection Board;
3. Evaluates applications against the competency-based job descriptions;
4. Prepares the longlist of qualified applicants;
5. Reviews, develops, recommends, and implements RSP-related guidelines, policies, and strategies;
6. Reviews resolutions and recommendations from OBSUs and prepares corresponding resolutions, endorsements, appointments, and related documents for filling vacant positions;
7. Prepares Special Order for the Field Office - Human Resource Merit Promotion and Selection Board (FO-HRMPSB);
8. Monitors and updates the status of vacancies and maintains databases for reporting;
9. Provides or recommends inputs on psychological testing processes (e.g., IQT and other assessments used in RSP);
10. Completes staff work, coordinating with OBSUs and oversight agencies on evidence requirements under RSP for PRIME-HRM accreditation;
11. Prepares project proposals for RSP activities, training, and workshops;
12. Provides technical assistance and serves as a resource person, as needed, for RSP processes in OBSUs and Field Offices;
13. Evaluates and responds to queries on RSP matters in line with CSC and DSWD guidelines;
14. Prepares draft letters, memoranda, recruitment reports, and other communications;
15. Prepares RSP-related reports and supports or develops RSP initiatives;
16. Performs other related human resource functions.

6. Copy of Special Order or Certification indicating the supervisory/management experience/functions signed by the HRMO or any authorized representative (for Division Chief positions only or as may applicable);

8. Performance Rating in the last rating period or its equivalent, as may be applicable.
