JOB DESCRIPTION
Under the direction of the Chief, Personnel Administration Division (PAD) and the Section Head, and with some latitude for the exercise of independent judgment, performs somewhat difficult responsible professional work requiring training, considerable experience and knowledge along personnel administration.
Functions and Responsibilities:
1. Acts as Payroll Offices for RATA/EME/salary differential due to step increment of officials and employees to facilitate payroll, Individual Disbursement vouchers, remittance list, OBR, Findes, Bank Payroll Register (BPR);
2. Prepares reports to GSIS such as ARA and ERF;
3. Acts as Unit Head of the Section’s OT-payroll Team;
4. Prepares salary lapses to be submitted to the Budget Division as reference in reviewing available PS funds on a monthly basis;
5. Prepares reports, letters, memoranda, other forms of communications, and guidelines;
6. Updates/monitors compensation and benefits related database/systems to include the DBM-GMIS;
7. Assists the DSWD-Uniform Secretariat, as the need arises;
8. Conducts research studies/data gathering and prepares write-ups and reports;
9. Coordinates with other agencies concerning personnel matters specially on compensation and benefits;
10. Drafts replies to queries based on existing policies, guidelines and established procedures;
11. Performs such other related personnel administration functions.
Job Outputs:
1. Reports (i.e ERF, ARA);
2. Guidelines and input on guidelines, as assigned;
3. Payrolls, remittances, OBRs, DVs, and other compensation and benefits related documents;
4. Research/write-ups and policy recommendations related to systems and processes on compensation and benefits;
5. Memoranda and other office communications; and
6. Other periodic and special reports (i.e PS funding requirement) as may be required based on the division mandates.
