JOB DESCRIPTION

The Administrative Officer V will primary handle procurement transactions particularly competitive biddings and secondarily reportorial requirements of the Bids and Awards Committee (BAC) and the Procurement Management Division (PMD).

Functions and Responsibilities:

1.    Ensure that the conduct of Pre-Procurement Conferences, Pre-Bid Conferences, Bid Openings and other related procurement activities of the DSWD BACs are in accordance with the provisions of RA 9184 and its IRR, as well as the procurement guidelines of IFIs, if applicable, through the conduct of the following activities, among others;

a.      Post invitation to Bid (ITB)/ Request for Expression of Interest (REI) and bidding documents in the Philippine Government Electronic Procurement System (PhilGEPS) and DSWD websites and in conspicuous places at the Department premises and ensure advertisement in the newspaper of general national circulation, when applicable;

b.      Organize and make necessary arrangements for BAC meetings and conferences;

c.      Prepare and issue time necessary Supplemental/Bid Bulletins;

d.      Assist the BAC, Technical Working Group (TWG) during bid evaluation and post-qualification;

e.      Prepare procurement correspondences and resolutions for the BAC; and

f.       Assist the BAC in the management of the procurement process.

2.    Ensure that all procurement documents are in accordance with the prescribed templates and forms through the following activities, among others;

a.      Review and finalize bidding documents for posting, distribution and sale to prospective bidders;

b.      Monitor procurement activities and milestones using the Procurement Monitoring Report (PMR) and the Agency Procurement Compliance and Performance Indicators (APCPI);

c.      Prepare and submit periodic reports to the BAC Secretariat Head and the BAC Chairperson, including other oversight agencies/authorities (e.g. World Bank, Asian Development Bank, Government Procurement Policy Board – Technical Support Office, etc.);

3.    Assist the BAC in the preparation of recommendations or resolutions to response to motion for reconsideration (MR) through research and study of existing laws, guidelines and issuances;

4.    Post Notice of Award, Notices to Proceed and Contracts, and any other procurement related documents at the PhilGEPS and DSWD websites;

5.    Prepare office communications, correspondences, and reports as may be required by the BAC, the PS Director, and/or other oversight agencies;

6.    Provide assistance to End-Users and other stakeholders in the area of the BAC-related concerns; and

7.    Perform other duties and responsibilities as may be assigned by the PMD Chief or the AS-PMD Director.

If two (2) or more vacant positions with the same title and Salary Grade are published at the same time, and there is only one (1) longlist of applicants provided by HRMDS, additional two (2) applicants for every Regular Position will be added on top (5) highest rating. However, all the additional shortlisted positions meet the 80% cut off.

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

(i) For those applicants from the public sector vying for promotion, a performance rating is required.
(ii) For internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Commitment and Review Form (IPCRF).
