PREFERRED QUALIFICATION STANDARDS

Education

:

Bachelor’s degree in Supply Chain and Logistics Management, Crisis and Disaster Response Management, Business/Public Administration, Finance, or any other related courses.

Training

:

At least forty (40) hours of relevant training preferable in Office Administration, Supervision, Logistics, or Government Finance and Procurement.

Experience

:

At least two (2) years of relevant professional experience in any or in combination along the following areas: planning, government budgeting and procurement monitoring and evaluation, and research.

JOB DESCRIPTION

Under direction, performs supervisory functions, professional/technical functions in the implementation of policies; and does other related work.

Functions and Responsibilities:

1. Directs, supervises, and coordinates the review of Standard Operating Procedures (SOPs), policies, guidelines, systems, and processes of the Administrative Division.
2. Implements policies/mechanisms to ensure transparency and efficiency of procedures related to the functions of the Division.

3. Recommends appropriate actions and policy improvement on office procedure and management when necessary.

4. Supervises the integration/consolidation of programs, activities, and projects of NRLMB in the Work and Financial Plan (WFP) which include targets, schedules, and performance metrics.

5. Submits outputs of subordinates against performance standards and provides inputs to the Head of NRLMB in rating the performance of subordinates and in identifying performance gaps and proposed staff development interventions.

6. Resolves staff concerns and raises issues to the Head of NRMLB when beyond authority.

7. Updates the Head of NRLMB on the status of its deliverables/tasks regularly.

8. Acts on special cases and requests of officials/management relative to their division’s functions.

9. Attend meetings, conferences and other activities on behalf of the Head of NRLMB as delegated;

10. Acts as a resource person during seminars/trainings/workshops, as requested.

11. Performs other tasks as may be required by the Head of NRLMB.

8. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance;
9. Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and
10. Performance Rating in the last rating period or its equivalent, as may be applicable.

(i) For those applicants from the public sector vying for promotion, a performance rating is required.
