CSC PRESCRIBED QUALIFICATION STANDARDS
Education        : Master’s Degree or Certificate in Leadership and Management from the CSC or its equivalent (Completion of Bachelor of Laws from a CHED-recognized institution/ Career Executive Service (CES) or Career Service Executive (CSE) eligible)
Experience       : Four (4) years of supervisory/management experience
Training            : Forty (40) hours of supervisory/management learning and development intervention
Eligibility           : Career Service Professional/ Second (2nd) Level Eligibility
PREFERRED QUALIFICATION STANDARDS
Education        : Master’s Degree or Certificate in Leadership and Management from the CSC
Experience       : Four (4) years in position’s involving management and supervision in Government Procurement
Training            : Forty (40) hours of in management and supervision on Government Procurement
Eligibility           : Career Service Professional/ Second (2nd) Level Eligibility
Functions and Responsibilities:
1.  Directs and supervises post-award contract management activities; including overseeing of staff/ personnel under the Contract Monitoring Division;
2.  Monitors and reports compliance levels of contracted suppliers, contractors, service providers, and consultants; and recommends sanctions against erring suppliers, contractors, and consultants;
3.    Directs and supervises supply management (e.g. stocks and issuances);
4.    Directs and supervises acceptance of goods/ services and payment of completed contracts;
5.    Monitors contract management milestones and prepares progress and accomplishment reports;
6.    Recommends and prepares draft of policy guidelines on contract monitoring and management matters for implementation in the Central Office (CO) and/or Field Offices, when applicable;
7.  Recommends and prepares Procurement Advisories relative to contract monitoring and supply management activities for the guidance of OBSUs and/or Field Offices;
8.    Provides technical assistance to Central Office and/or Field Offices end-users or stakeholders relative to contract and supply management matters;
9.    Review and/or signs relevant documents (e.g. Obligation Requests, Requests for Inspection, etc.);
10. Performs other related tasks as may be assigned by the PMS Director.
