PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

University and Master’s Degree in Social Work, Public Administration, Public Management, Law, Human Rights or related field; Solid knowledge of national and international laws, conventions, standards and guidelines on juvenile justice

Training

:

Specialist training in child rights, child-focused programming, juvenile justice and welfare; management and/or quality management system

Experience

:

Minimum of 5 years managerial experience; Demonstrated skills in leading an agency/organization (private or public); With extensive experience in child rights work, child-focused programming, human rights, and/or public policy

JOB DESCRIPTION

Assists the Executive Director in directing and supervising the operations and activities of the JJWC Secretariat to support the JJWC in performing its mandate, duties and functions pursuant to the provisions of RA 9344 as amended and its Implementing Rules and Regulations.

 

Functions and Responsibilities:

1.Assist the Executive Director in planning, directing, supervising and coordinating the work of the JJWC Secretariat to ensure that its functions and responsibilities are carried out;

2.Plan and initiate the preparation, and recommend approval of the annual work and financial plan of JJWC at the National and Regional levels based on the approved Comprehensive National Juvenile Intervention Program and/or JJWC Strategic Plan;

3.Prepare and submit draft Office Performance Contract to the Executive Director based on the approved WFP by designing and implementing consultative-workshops with Division Chiefs/Unit Heads of the National and Regional Secretariat

4.Recommend adoption and implementation of policies, standards, rules and regulations governing the operations and personnel of JJWC (National and Regional Secretariat), and assist the Executive Director in seeing to their effective enforcement therein;

5.Assist the Executive Director in leading the implementation of JJWC’s Quality Management System (JJWC-QMS) by performing the functions of QMS Core Team Leader:

-Oversees the establishment, documentation and effective implementation of the QMS

-Promotes risk-based thinking in overseeing the effectiveness of the QMS

-Acts as liaison with external parties on matters relating to QMS

-Guarantees that procedures for IQA, Management Review, Corrective Actions are established and implemented

-Reports QMS performance to Top Management for review and continual improvement

6.Provide such guidelines as may be necessary to the Division Chiefs on the approach or substantive aspects of work assignments and on the distribution/delineation of their respective responsibilities/assignments as well as on areas where cooperative efforts among all concerned shall be necessary or required;

7.Review and recommend approval of completed staff work submitted by the Division Chiefs for onward submission to the Executive Director;

8.Assist the Executive Director in initiating, adopting, and implementing measures for management improvement within JJWC;

9.Serve as Officer-in-Charge when designated, in the absence of the Executive Director; and

10.Perform other assignments as may be given by the Deputy Executive Director and Executive Director.

 

Job Output:

1.Approved Annual Work and Financial Plan of JJWC based on JJWC’s CNJIP and/or Strategic Plan

2.Approved Office Performance Contract

3.JJWC-QMS implementation sustained and ISO 9001:2015 certificate maintained

4.Recommended completed staff work by Division Chiefs approved

5.Recommended policies, standards, rules, guidelines and measures to improve management within JJWC approved.
