Experience

Five (5) years of experience in organizing and facilitating advocacy and social mobilization activities, press conferences, and other media-related activities; Coordination with national government agencies (NGAs), local government units (LGUs), civil society organizations (CSO), people’s organizations (PO), and non-government organizations dealing with youth and children; Implementation of communication and advocacy plans
JOB DESCRIPTION
The Project Development Officer V shall be the focal person and chief of the Advocacy and Communications Division. He/she is expected to provide key technical support in the formulation and implementation of the communications and advocacy plan of JJWC and RJJWC and to lead and coordinate the conduct of advocacy and social marketing activities at the national and regional levels
Functions and Responsibilities:
1. Formulate and develop a communication and advocacy plan including a feedback mechanism suited to the needs of the public, and recommend policies to enhance and strengthen JJWC communication and advocacy programs
2. Undertake advocacy and social marketing activitiesto educate and raise the awareness and understanding of all stakeholders, duty bearers and the general public on program and policy reforms, global best practices, trends and directions in juvenile justice and welfare
3. Promote linkages with public information, public relations and media offices and organizations; and develop and maintain effective and favorable public relations
4. Conceptualize, develop, package and produce IEC materials using popular language, to include: a system of pre-testing information materials for effectiveness and impact prior to mass production; and of an efficient distribution system for IEC materials produced
5. Conducts or attends meetings and coordinate with members and coordinating agencies of the JJWC for trainings of duty bearers
6. Renders technical assistance relative to program implementation, networking management
7. Serve as the head of the Division and oversee, plan, direct, and supervise the Division and units in the provision of technical assistance
8. Finalize the work and financial plan for the Division
9. Evaluate and submit periodic and special reports for the Division
10. Plans, programs and distributes and monitors work of the division;
11. Motivates, trains, and develops staff
12. Reviews and evaluates the performance of staff
13. Maintains morale and discipline among staff
14. Develops cooperative and well-coordinated workforce;
15. Coordinates and cooperates with other organizational units within the agency; and
16. Perform other tasks as may be assigned by Deputy Executive Director and Executive Director
